Ukrainian President Volodymyr Zelensky has appointed military expert Serhiy Beskrestnov, known by the call sign “Flash,” as his non-executive advisor. He will deal with issues related to the development of technological areas of defense.<\/strong><\/p>\n

This is reported in decree No. 621\/2026<\/a> .<\/p>\n

In accordance with the presidential decree, Serhiy Beskrestnov was appointed as a non-staff advisor to the President of Ukraine on the development of technological areas of defense. The document was signed and made public on July 17, 2026.<\/p>\n

“We discussed in great detail everything that is currently most relevant in the technological components of our defense. It is technological sophistication that saves the lives of our soldiers and brings this war home – to Russia. It is also important to always respond in a timely manner to military innovations that occur with the forces and means of the aggressor’s army, based on the principle: we know the details, therefore, we counter them accurately. We agreed with Serhiy to cooperate as much as possible,” Zelensky wrote<\/a> .<\/p>\n

Serhiy Beskrestnov, known by his call sign “Flash”, is a Ukrainian expert in the field of military technology. He specializes in electronic warfare, radio intelligence, and unmanned aerial vehicles.<\/p>\n

Earlier, the Cabinet of Ministers of Ukraine appointed acting Minister of Defense and Minister of Foreign Affairs<\/a> . The positions were given to Yevhen Khmara and Andriy Sybiga, respectively.<\/p>\n

By the way, the President of Ukraine Volodymyr Zelenskyy announced that he has offered former Minister of Internal Affairs Ihor Klymenko the position of Secretary of the National Security and Defense Council of Ukraine<\/a> . The corresponding decree on the appointment is already being prepared.<\/p>\n

We would like to remind you that the Verkhovna Rada of Ukraine has approved the new composition of the Cabinet of Ministers of Ukraine<\/a> . This concerns the adoption of the Resolution on the formation of the composition of the Cabinet of Ministers of Ukraine and the dismissal of the retired members of the Cabinet of Ministers (No. 15415). 264 people’s deputies voted for this decision.<\/p>\n
