President Volodymyr Zelenskyy has signed a law that changes the rules for state support for internally displaced persons. The document introduces digital documents, simplifies access to pensions and social benefits, and expands housing guarantees for displaced persons.<\/strong><\/p>\n

This is reported by<\/a> the Judicial and Legal Newspaper.<\/p>\n

<\/p>\n

This is Law No. 4924-IX, adopted on the basis of Bill No. 12301. It will enter into force three months after its official publication.<\/p>\n

<\/p>\n

One of the main innovations is that instead of a paper IDP certificate, IDPs will be able to use an electronic extract from the state database.<\/p>\n

<\/p>\n

The law also abolishes separate rules for assigning pensions to IDPs. From now on, they will receive pensions on the same terms as other citizens of Ukraine. The state will no longer be able to establish additional requirements or separate procedures for them.<\/p>\n

<\/p>\n

Another change is the emergence of an electronic account for IDPs. Through it, displaced people will be able to use government services, as well as report their needs and receive the necessary support.<\/p>\n

<\/p>\n

The document also expands the possibilities of obtaining housing. IDPs will be able to apply for housing under general state programs, as well as special support mechanisms for IDPs. For certain categories of IDPs, the government will not be able to limit the terms of free residence in temporary housing during martial law and for another six months after its end.<\/p>\n

<\/p>\n

In addition, the law defines for the first time the status of temporary residences. These include modular towns, dormitories, hotels, and other premises where displaced persons can temporarily live.<\/p>\n

<\/p>\n

The document also guarantees state support for IDPs at all stages – from evacuation and resettlement to return home or reintegration after de-occupation.<\/p>\n

<\/p>\n

After the new law enters into force, the previous Law of Ukraine “On Ensuring the Rights and Freedoms of Internally Displaced Persons” will cease to be valid. <\/p>\n
