A man with broken arms and legs after his detention in Ivano-Frankivsk, according to him, was not taken to the hospital, but to the territorial recruitment center. Due to this incident, the Office of the Verkhovna Rada Commissioner for Human Rights initiated an investigation, and the prosecutor’s office has already opened criminal proceedings.<\/strong><\/p>\n

This was reported by<\/a> Ombudsman Dmytro Lubinets.<\/p>\n

According to him, he was approached by a man who stated that physical force was used against him during mobilization measures.<\/p>\n

“According to the applicant, two police officers at the entrance of the house, without introducing themselves or explaining the reasons for their actions, used force against him. As a result, he received a closed fracture of his right leg and a fracture of his left arm,” Lubinets noted.<\/p>\n

The Ombudsman emphasized that, despite serious injuries and a request to call an ambulance, the man, according to him, was taken to one of the Ivano-Frankivsk CCC and SP. Due to fractures, he could not move independently, fell out of the car and lay on the pavement for about 15 minutes.<\/p>\n

“Instead of help, he said, he heard accusations of ‘simulation’,” Lubinets said.<\/p>\n

At the initiative of the representative of the Ombudsman for Places of Detention, the Ivano-Frankivsk Regional Prosecutor’s Office entered information into the Unified Register of Pre-Trial Investigations under Part 2 of Article 365 of the Criminal Code of Ukraine (abuse of power or official authority by an employee of a law enforcement agency).<\/p>\n

Lubinets believes that this case is indicative of a systemic problem. In his opinion, violent methods during mobilization cannot be left without proper legal assessment.<\/p>\n

“We should not be talking about shifting responsibility to individual perpetrators, but about dismantling the vicious practice itself. Without a systemic response, the state risks a domino effect when violence becomes a tool of “efficiency”,” the ombudsman emphasized.<\/p>\n

He also called for not only an investigation into a specific incident, but also a fundamental assessment of the approaches that, in his words, contributed to the spread of such cases.<\/p>\n

As a reminder, the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets stated that he has information about four cases of deaths of people in the premises of territorial recruitment and social support centers.<\/a> According to him, the most critical situation is currently in Transcarpathia, from where the Ombudsman’s office receives the most complaints about possible violations by CCK employees.<\/p>\n

As reported, the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets reacted to a video from Lviv in which a serviceman from a territorial recruitment center used physical force against a woman during mobilization activities.<\/a><\/p>\n
