Arkady Petrosyan, the initiator of the creation of the public union “Association of Young IDPs of Ukraine”, stated that the current authorities have not developed a comprehensive strategy to support internally displaced persons and some people are forced to return to the occupied territories.<\/strong><\/p>\n

He said this in an interview<\/a> with Angelina Shostak, a volunteer from Kramatorsk.<\/p>\n

“Bill 11161 was voted on, on December 19, 2024, it was voted for in the second reading. And all that is needed for people from the temporarily occupied territory to start receiving compensation is only the signature of President Zelensky. To date, he has not signed this bill for more than a year and a half,” Petrosyan said.<\/p>\n

He noted that the “Servant of the People” faction, among others, voted for this bill.<\/p>\n

“That is, it turns out that today the president does not respect his faction in parliament, his deputies. It is important that the law has not yet entered into force and that today there is no mechanism for housing compensation for people who had it in the temporarily occupied territories,” he added.<\/p>\n

Petrosyan emphasized that Bill 11161 became a popular initiative, supported by people of different political views and public organizations.<\/p>\n

“When we held a rally near the Verkhovna Rada, 25,000 live signatures were collected. In addition to the fact that the petition on the president’s website was signed, which he also ignores. People collected 10 signatures each, they collected them in their yards, at work. This became a real people’s initiative, and this can only mean that people really need it,” Petrosyan said.<\/p>\n

He emphasized that “if the president did not sign, but vetoed, for example, and explained: I will not sign this law, because one, two, three, or I have an alternative, you know, “you criticize – propose”, and he did not do this. That is, the president is banally ignoring the problems, just as he ignores many other problems in our country, including with mobilization.<\/p>\n

Petrosyan believes that when the war began in 2014 and many people left the occupied territories, there were good cases, for example, work with relocated educational institutions.<\/p>\n

“I am a graduate of the Horlivka Institute of Foreign Languages, and we appealed to young people in the temporarily occupied territories, the university allowed them to enter without Ukrainian certificates and so on. There was interest, the main thing was that people return from the occupation,” he recalled.<\/p>\n

Petrosyan accused the authorities of lacking a strategy for IDPs.<\/p>\n

“According to official data alone, there are 4.8 million registered internal migrants in the country. This is half of the population, for example, of Austria, the entire population of Slovakia. This population of a full-fledged country of the European Union moved from one part of Ukraine to another. This requires systematic work, issues of reform, issues of comprehensive work with these people. And for this, at a minimum, a specialized ministry must be created,” Petrosyan believes.<\/p>\n

He noted that the people had a specialized ministry for the reintegration of temporarily occupied territories, but it was liquidated, and Iryna Vereshchuk was transferred to the President’s Office to work closer to Zelensky.<\/p>\n

“A unity ministry was created under his friend Chernyshov. The president’s friend Chernyshov sneaked out, went abroad. The only Ukrainian he was able to bring back was himself. And as far as we know, NABU brought him back. He is now under investigation, bail has been posted for him,” Petrosyan recalled.<\/p>\n

He noted that today several ministries are dealing with issues of internally displaced persons.<\/p>\n

“This is not a systematic work, it is not going as it should. Because we need to be honest with people. Saying, in three years we will do this much, in five years it will be like this, in seven years it will be like this. Everyone is adequate, everyone understands perfectly well that the state cannot buy everyone a three-room apartment somewhere with a sea view in Odessa right now,” he added.<\/p>\n
