He also expressed condolences to the families of those killed and wounded on the night of August 1.<\/strong><\/p>\n<p>&#8220;Two waves of ballistics in Kyiv tonight. Nine civilians were killed by Russia today. And we need a ceasefire without any conditions as the first step, not as the finale of a perfect deal,&#8221; Poroshenko is convinced.<\/p>\n<p>&#8220;But no one can speed up these processes now, because Ukraine has been at war for half a month without a defense minister and a foreign minister. The acting ones have neither the mandate nor the weight to knock out missiles and sanctions in the capitals of allies. The Rada is on vacation until August 18. European Solidarity insists: to convene an extraordinary meeting, appoint ministers, and ultimately vote on a bill that will introduce a state policy regarding shelters, because it is still either impossible to stay in them, or they are overcrowded with people. This must be done not &#8220;somewhere in August or September&#8221;, all this is needed now,&#8221; Poroshenko emphasizes.<\/p>\n<p>&#8220;A special thank you to the air defense soldiers who, despite the shortage of shells, still fight and shoot down enemy missiles. Thank you to the rescuers, medics, police officers \u2014 everyone who is clearing the rubble this morning,&#8221; the fifth President writes.<\/p>\n<p>The European Solidarity faction submitted a draft law on shelters back in 2023, which has been ignored by the authorities all this time. In July of this year, the EU deputies registered the revised draft law No. 15397 &#8220;On Amendments to Certain Legislative Acts of Ukraine Regarding the Taking of Measures to Ensure the Safety of Citizens in a Special Period&#8221;, which provides for:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>guarantee unhindered access of people to protective structures during martial law;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>establish clear requirements for the readiness of shelters, in particular regarding their proper technical equipment;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>introduce regular checks on their condition;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>strengthen responsibility for the maintenance of protective structures;<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>to promote the expansion of the shelter network, including modular structures.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Recall that on the night of August 1, <a href=\"https:\/\/prm.ua\/en\/kyiv-experienced-massive-ballistic-missile-attack-what-is-known-about-the-consequences\/\">the Russians massively attacked Kyiv with ballistic missiles<\/a><a href=\"https:\/\/prm.ua\/kyiv-perezhyv-masovanyy-obstril-balistykoiu-shcho-vidomo-pro-naslidky\/\">.<\/a> It is known that 9 people were killed and 30 injured.
