During a monitoring visit, violations of the rights of conscripts were discovered in the Beregov RTCC and the SP in Transcarpathia. Citizens with valid deferments could be illegally detained and unjustifiably deprived of deferments.<\/strong><\/p>\n

This was reported<\/a> by the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets.<\/p>\n

According to him, the violations were recorded by the representative of the Ombudsman in the Zakarpattia region, Andriy Kryuchkov. These include, in particular, blocking citizens from leaving the territory of the RTCC and the SP and illegal detention of people who had valid documents on deferment.<\/p>\n

Lubinets stated that in some cases, deferrals were canceled without meetings of the relevant commissions and without drawing up protocols. According to him, the head of the RTCC and the SP entered false information into the state information system, and officials used fictitious reports as a basis for depriving citizens of deferrals.<\/p>\n

The monitoring also revealed inadequate conditions at the collection point. In particular, this concerns the unsatisfactory sanitary condition of the toilets, the lack of drinking water, the lack of linen, blankets, and hygiene products, as well as the presence of only an outdoor shower. <\/p>\n

According to Lubinets, during July, the representative of the Ombudsman, Andriy Kryuchkov, facilitated the release of 11 people who, in his opinion, were illegally detained by the RTCC and the SP. During a direct monitoring visit, it was possible to achieve the release of two more citizens.<\/p>\n

Lubinets noted that the revealed facts may contain signs of offenses under Articles 146, 362, 366, and 426-1 of the Criminal Code of Ukraine.<\/p>\n

“I have already sent the materials to the Specialized Prosecutor’s Office for Defense of the Western Region for inclusion in the ERDR and investigation,” the ombudsman said.<\/p>\n

He also emphasized that mobilization must take place within the law, and the violations identified, he said, must be stopped.<\/p>\n
