The level of corruption in Ukraine shows no sign of abating, and the scale of corruption among the highest officials is even growing, according to Oleksandr Klymenko, head of the Specialized Anti-Corruption Prosecutor’s Office.<\/strong><\/p>\n

Klimenko stated this during a briefing.<\/p>\n

According to the head of the SAP, the state has not yet demonstrated sufficient political will to effectively combat corruption.<\/p>\n

“Corruption in Ukraine isn’t decreasing. It remains at the same level. And if we’re talking about top-level corruption, it’s actually growing. The government is demonstrating that it lacks the political will to combat this corruption properly,” Klymenko said.<\/p>\n

Among the remaining unresolved issues, he cited the situation with the expert institution and the so-called “Lozovoy amendments.” According to Klimenko, these amendments could allow defendants in corruption cases to avoid liability by dismissing criminal proceedings on formal grounds.<\/p>\n

The head of the SAP drew special attention to the limited powers of the prosecutor’s office to investigate members of parliament. Specifically, the SAP lacks the authority to independently initiate such investigations, nor to coordinate individual investigative and covert investigative actions against members of parliament.<\/p>\n

“Therefore, we should not depend on the will of another official who has no connection whatsoever to the anti-corruption structure,” Klimenko emphasized.<\/p>\n

The head of the SAP named the extradition of suspects and insufficient cooperation with law enforcement agencies in other countries as another problem.<\/p>\n

According to him, a significant portion of modern corruption schemes are international in nature and span multiple jurisdictions. Klimenko cited the Midas case as an example, which, he said, involved a significant number of jurisdictions involved in money laundering.<\/p>\n

In such cases, he noted, it is necessary to create joint investigative teams with law enforcement agencies from other countries. This would allow for the collection of evidence, the exchange of information, and the coordination of investigations.<\/p>\n

Klimenko emphasized that these problems have remained unresolved for a long time, so they need to be discussed openly.<\/p>\n
