Furthermore, police are investigating the possible illegal reservation of nearly 2,500 conscripts and have successfully overturned 6,500 illegal decisions by the VLK.

Tsutskiridze emphasized that the law must apply equally to everyone—both those liable for military service and officials responsible for mobilization processes or those who are part of the VLK.

“Position, rank, or the availability of any resources cannot protect against liability. But it is also important that liability is always individual and based on evidence,” he noted.

At the same time, according to the head of the National Police, the exposure of individual violations should not turn into a campaign against all TCC employees or lead to the automatic reversal of legal decisions regarding people with serious illnesses or injuries.

That’s why investigators are focusing on areas where law enforcement sees the greatest risk of abuse. These primarily concern the operations of the TCC, reservations, and the work of military medical commissions.

“This isn’t about formally increasing the number of cases, but about the quality of documentation, identifying all participants in the schemes, and bringing the materials to court,” Tsutskiridze explained.

Since the start of the full-scale invasion, National Police investigators have investigated 428 criminal cases involving illegal assistance in evading military service, issuing false medical certificates, and organizing illegal travel abroad.

Of these, 105 cases have already been referred to court, while pre-trial investigations are underway in others.

The defendants include employees and managers of the TCC at various levels. Specifically, 76 heads of territorial procurement centers have been served with notices of suspicion.

Law enforcement officials are also investigating possible illegal booking schemes. The circumstances surrounding the booking of nearly 2,500 conscripts are currently being investigated.

Police are also continuing to review the Military Medical Commission’s decisions. During the investigation, more than 83,500 decisions by military medical commissions have been seized, and 6,500 unlawful decisions have already been overturned.

He stressed that each case must be considered individually so as not to violate the rights of people who have legal grounds for deferment or recognition as unfit for military service.

The head of the National Police also spoke about criminal proceedings specifically related to cases of draft evasion during mobilization.

According to him, 6,417 criminal offenses have been reported under Article 336 of the Criminal Code of Ukraine. 6,162 indictments have already been filed with the court.

At the same time, Tsutskiridze noted that notifying a suspect does not mean the investigation is over. Afterward, investigators must identify all possible participants, verify each incident, review documents, and gather evidence for the court.

“In complex cases, this work lasts months, and sometimes years,” he concluded.

Also follow “Pryamy” on Facebook , X , Telegram and Instagram.

The National Police is intensifying its investigation into possible abuses at territorial recruitment centers when processing military personnel reservations and when making decisions by military medical commissions.
