Defects and violations of the “nuclear safety culture” were discovered in Egypt during the construction of the El Dabaa nuclear power plant, which is being built by the Russian state company Rosatom.<\/strong><\/p>\n

This was reported<\/a> by Politico, citing confidential documents regarding the construction of the station.<\/p>\n

A June 4 letter from the Egyptian Nuclear Power Plants Authority to Rosatom executives alleges defects in several reactor units. The agency also noted violations of the “nuclear safety culture.” In one case, the document mentions “deliberate negligence” by an official involved in the project.<\/p>\n

<\/p>\n

Other documents obtained by Politico show construction delays, engineering problems and the risk that the Russian company will not fulfill its contractual obligations.<\/p>\n

In particular, Rosatom’s internal audit for 2025 indicated a significant risk of disruption to the construction schedule for the first power unit. Its launch may be postponed from September 2028 to March 2030.<\/p>\n

At the same time, Egyptian Prime Minister Mustafa Madbouly said in July that the country expects to complete construction of all four reactors by 2030. According to him, the first unit should begin generating electricity by 2028.<\/p>\n

Rosatom told Politico that the company is adhering to the highest standards of nuclear safety during the construction of the El Dabaa nuclear power plant. However, it did not comment on whether it had received a letter or complaints from the Egyptian Atomic Power Plants Authority. The agency itself did not respond to a request for comment.<\/p>\n

The El Dabaa nuclear power plant is being built on the Mediterranean coast about 300 km northwest of Cairo. The plant will use technology similar to that used by Rosatom at the Paks-2 nuclear power plant in Hungary.<\/p>\n

Politico notes that the problems at the Egyptian nuclear power plant could heighten concerns about the Russian company’s work on nuclear projects in the European Union. Nuclear fuel for El-Dabaa has not yet been delivered. <\/p>\n
