The Main Intelligence Directorate of the Ministry of Defense of Ukraine has stated that Russia has created a secret military complex of biolaboratories on the island of “Lisiy” in the Tver region. According to intelligence, the facility operates under the cover of veterinary and physiological research and is used for experiments with dangerous pathogens.<\/strong><\/p>\n

This was reported by the press service<\/a> of the GUR.<\/p>\n

The complex is officially called the “Center for Experimental Physiology” and is located on the island “Lisiy” in the middle of the Vyshnevolotsk reservoir. According to the GUR, from 2023 the water area around the island will be closed to fishing, swimming and boating. The territory has been declared a “specially protected area of regional importance.”<\/p>\n

The Vyshnevolotsk Reservoir provides fresh water to a number of settlements, including Vyshnyi Volochok, and also gives rise to the Tvertsa River, which flows into the Volga.<\/p>\n

Intelligence officials claim that the complex project was implemented on the orders of Vladimir Putin as a particularly important facility to “ensure Russia’s defense capability and security.” It was formally included in the structure of the Federal Medical and Biological Agency.<\/p>\n

The facility is under heavy security, and from the air, according to the GUR, it is covered by calculations of anti-aircraft missile systems. The Kremlin allegedly designated the Russian Defense Minister Andrei Belousov as responsible for the security regime of the complex. The GUR also noted that in the spring of 2026, an outbreak of foot-and-mouth disease in cattle occurred in Russia. At the same time, intelligence stated that it does not exclude the connection of such cases with possible unsuccessful experiments with viruses, bacteria and other pathogens.<\/p>\n

Previously, the GUR reported that the Russian military had created conditions for the spread of anthrax in the temporarily occupied territories of Ukraine.<\/p>\n

By the way, Russia has equipped at least 10 bases for launching long-range strike drones along the borders with Ukraine and Belarus.<\/a> According to the investigation, new modifications of the Geraniums with a range of about 1,000 km can reach Warsaw.<\/p>\n

Recall that three similar military facilities appeared in Russia at the same time<\/a> – and their purpose remains a mystery.
