A new school year begins in Ukraine on September 1, 2026, bringing with it a number of changes for kindergartens, schools, and higher education institutions. The rules for access to schools, student assessment, and response to bullying will be updated, as well as the introduction of free hot meals and mandatory English for preschoolers.<\/strong><\/p>\n

Training format and safety<\/strong><\/h3>\n

As is known, the 2026\/2027 academic year<\/a> will last from September 1, 2026 to June 30, 2027. The format of education \u2014 full-time, distance learning or blended \u2014 will be determined by the founders of the schools together with the regional military administrations, depending on the security situation in the region. According to the government, 8,424 schools will operate full-time, 2,211 in a blended format, and 1,306 remotely. Each school determines the dates of vacations and the last bell independently.<\/p>\n

In-person learning is only possible if the shelter can accommodate all students and staff. By September 1, shelters had been set up in 11,375 schools, which can accommodate about 80 percent of students at a time. In 49 frontline communities, it is planned to install 840 mobile shelters on the routes children take to school.<\/p>\n

New rules for access to schools<\/strong><\/h3>\n

The standard rules for access and stay of participants in the educational process were approved by Order of the Ministry of Education and Science of Ukraine No. 243<\/a> dated February 11, 2026 and entered into force on April 17, 2026. By September 1, each school must develop its own rules based on them, agree with the founder, and publish them.<\/p>\n

Parents have the right to visit the school, but only with the consent of the head or an authorized person. A waiting area is designated for visitors, and unauthorized movement around the school premises is prohibited. Visitors may be denied entry without prior registration and presentation of an identification document.<\/p>\n

People with signs of alcohol or drug intoxication, with dangerous objects or substances, as well as with animals, except for guide dogs, will not be allowed into the school. During the period of martial law, institutions may use security, a police call button, surveillance cameras, and metal detectors. Camera recordings will be stored for at least 30 days, and students in grades 5\u201312, employees, and visitors will be subject to metal detector checks.<\/p>\n

“Each institution determines its own access rules depending on the security situation. Therefore, parents have the right to attend school under the conditions determined by the rules of the educational institution,” said<\/a> Educational Ombudsman Nadiya Leszczyk.<\/p>\n

Updated evaluation rules<\/strong><\/h3>\n

Starting from September 1, new assessment criteria<\/a> will be introduced in grades 1\u20139. In the 2027\/2028 academic year, they will be extended to grade 10, and from 2028\/2029, to all grades 1\u201312. Verbal assessment will be used in grades 1\u20132, verbal and level-based assessment in grades 3\u20134, and a 12-point scale in grades 5\u201312. The assessment should reflect the student’s knowledge and skills, not their behavior. The student has the right to receive an explanation of the assessment and to appeal it.<\/p>\n

There will be no mandatory state final certification for ninth-graders in the new academic year. In the fall of 2026, the Ukrainian Center for Education Quality Assessment will only check the tasks and rules of the future certification with the participation of about 2,000 tenth-graders.<\/p>\n

Responding to bullying and violence<\/strong><\/h3>\n

The procedure<\/a> for responding to cases of violence and bullying in educational institutions has been updated. Reports of such cases must be registered on the day they are received, and the head of the institution must review them within 24 hours. If there are signs of violence, the director must notify the national police and the children’s service no later than three hours.<\/p>\n

The school board no longer establishes the fact of bullying – this is exclusively the competence of the court. The task of the board is to clarify the circumstances, assess the child’s needs and organize assistance. Bullying is considered to be actions that have been repeated at least twice within 12 months, but the school must also respond to a single case of violence.<\/p>\n

Free meals and payments<\/strong><\/h3>\n

All students of municipal schools, whether full-time or blended, will receive<\/a> one free hot meal during the day. The program will cover about 3 million schoolchildren. For September\u2013November, the state allocated more than 7.4 billion hryvnias.<\/p>\n

A student in grades 1\u20134 will receive 50 hryvnias per day for meals, and a student in grades 5\u201311 will receive 60 hryvnias. In eight frontline and border regions, a different funding scheme will apply for primary grades: 35 hryvnias will be allocated by the state, and another 15 hryvnias will be allocated by the UN World Food Program.<\/p>\n

Families of first-graders can apply for<\/a> a one-time payment of “Student Package” in the amount of 5,000 hryvnias. Applications will be accepted until November 1 through the “Diya” application or Pension Fund service centers. The funds must be used within 180 days.<\/p>\n

High school reform<\/strong><\/h3>\n

In the 2026\/2027 academic year, 150 academic lyceums will join the second stage of piloting a specialized high school. Last year, the model was tested by 30 lyceums in 19 regions. Students at pilot institutions will study for three years \u2014 in grades 10\u201312, and will be able to choose a profile in one of three areas: natural sciences and mathematics, language and literature, or social and humanities. Each institution must offer at least three profiles.<\/p>\n

The tenth grade will become transitional – a student will be able to change the profile if he made a mistake with the choice. A career counselor will help choose a direction. The state has allocated 1.2 billion hryvnias for the purchase of equipment for pilot lyceums. A full transition to a profile high school throughout the country is planned from September 2027.<\/p>\n

Changes to schedules and programs<\/strong><\/h3>\n

Students in grades 7\u20139 will have two more hours of history<\/a> and civics over the course of three years. Schools will decide how to allocate this time.<\/p>\n

Classes can be divided into groups<\/a> to study individual subjects both during full-time and distance learning: in grades 1\u20134 \u2014 if there are 24 or more students, in grades 5\u201312 \u2014 if there are 27 or more students. For children who are abroad or in temporarily occupied territories, a Ukrainian studies component is being introduced, which allows them not to take two full educational programs at the same time.<\/p>\n

Preschool education<\/strong><\/h3>\n

From September 1, 2026, learning English will become mandatory<\/a> for children of senior preschool age – 5\u20136 years old. Learning should take place through play, movement, songs and communication in accordance with the child’s age, and not according to the school lesson model. Classes will be held by full-time educators, as well as involved school teachers and educators from private institutions.<\/p>\n

Scholarships for students<\/strong><\/h3>\n

From September 1, state scholarship payments for applicants for higher and professional pre-higher education are increasing<\/a> . The total scholarship fund has been increased to 6.6 billion hryvnias. The presidential scholarship is doubling \u2014 to 20,000 hryvnias per month for university students and 15,200 hryvnias for college students. The minimum academic scholarship in universities will increase from 2,000 to 4,000 hryvnias, increased \u2014 to 5,820 hryvnias.<\/p>\n

First-year students who have passed each subject of the national multi-subject test with at least 185 points will receive 20,000 hryvnias per month. Young people from frontline and occupied territories will be able to apply for an interview without taking the test, as well as apply for educational grants and one-time financial assistance in the amount of 50,000 hryvnias.<\/p>\n
