At the same time, the European Union is currently focused on disbursements within this amount.

This was announced by the European Commission’s chief spokeswoman, Paula Pinho, when answering a question about how to close Ukraine’s defense budget deficit.

The European Commission recalled that the two-year loan of 90 billion euros should cover two-thirds of Ukraine’s budgetary and military needs in 2026-2027.

“When we proposed a loan for Ukraine in the amount of 90 billion euros, the idea was that it would cover the budgetary and defense needs for 2026-2027 – two-thirds of these needs. That was the calculation,” explained Pinho.

At the same time, she said, there is still a third of the needs that the EU cannot cover on its own. Therefore, European partners are calling on other countries to join in financing Ukraine.

Pinho also noted that loan payments are contingent on Ukraine implementing reforms, which she said is an important condition of the program.

“We are making very good progress with the disbursements based on Ukraine’s requests, which are currently being assessed, but they are linked to reforms that are being gradually implemented. Such a disbursement plan is already extremely ambitious in itself,” said a spokeswoman for the European Commission.

In particular, she stressed that significant needs remain in Ukraine to counter further Russian aggression. However, the EU is currently focused primarily on implementing the already agreed payment plan.

It was previously reported that British Prime Minister Keir Starmer announced an agreement with the EU that would allow British defense companies to participate in contracts to support Ukraine.

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram.

The EU loan of €90 billion in 2026–2027 was supposed to cover two-thirds of Ukraine’s needs.
