Ukraine is considering legalizing the porn industry, which would allow for official taxation of the income of market participants. According to estimates by supporters of the initiative, the budget could receive up to $25 million in taxes each year.<\/strong><\/p>\n

Currently, the production, distribution, and possession of pornography in Ukraine are criminally punishable, while tax authorities require people who receive income from such content to declare it and pay taxes.<\/p>\n

MP Yaroslav Zheleznyak called this situation “tragicomic.” According to him, models can either not pay taxes and risk being sued for tax evasion, or declare their income and actually confirm activities that may be subject to criminal liability.<\/p>\n

Zheleznyak advocates decriminalizing the porn industry and believes that this could bring the budget up to $25 million a year. According to his estimate, this amount would be enough for about 30,000 drones.<\/p>\n

The relevant bill, which is supposed to change the current regulation, is awaiting a second reading in the Verkhovna Rada.<\/p>\n

In 2024, Ukrainian tax authorities received data on the income of thousands of Ukrainians from the British company Fenix International, which owns OnlyFans. 7,900 Ukrainians earned more than $131 million on the platform in 2023.<\/p>\n

After that, OnlyFans models began receiving letters from tax authorities. Some of them declared their income, but at the same time, law enforcement officers conducted searches at industry representatives in cases of pornography production.<\/p>\n

Journalists also cite the story of model Svitlana Dvornikova, who claimed to have paid 40 million hryvnia in taxes. She filed a petition on the president’s website calling for changes to the legislation.<\/p>\n

Within a week, the petition had garnered over 25,000 signatures, which is necessary for its consideration. President Volodymyr Zelenskyy responded by saying that this issue should be considered by parliament within the framework of the relevant bill.<\/p>\n
