Ukraine has been short of military goods by about $1.2 billion in a year due to supplier fraud and price gouging in the defense procurement system. At the same time, 7 of the 10 largest defense contractors continued to receive new orders despite criminal proceedings, contract disruptions, or arrests of executives.<\/strong><\/p>\n

This is stated in an investigationby The New York Times<\/a> .<\/p>\n

The publication’s journalists analyzed government audits, court documents, and data from Ukrainian journalists. One of the most publicized examples was the supply of thousands of defective mortar shells to the Ukrainian army by the Pavlohrad Chemical Plant. In 2024, the military reported that some of the shells did not work properly during combat operations.<\/p>\n

The company’s director, Leonid Shyman, was later arrested and charged with corruption. At the same time, the Defense Procurement Agency continued to award new contracts to the plant, despite reports of quality problems.<\/p>\n

According to government audits, Shiman was the subject of several investigations by anti-corruption agencies, including for embezzlement and fraud when the company received a contract to supply mortar shells worth $280 million.<\/p>\n

Audits by the State Audit Service and the Ministry of Defense’s internal audit unit revealed problems in the military procurement system. In particular, warnings about possible violations were ignored, and, according to the auditors, consequences for overpricing or non-delivery were rarely met.<\/p>\n

According to Ukrainian journalists, the general director of the Pavlohrad Chemical Plant has headed the enterprise since 1999 and has repeatedly appeared in NABU and SAPO cases.<\/p>\n

In August, the Supreme Anti-Corruption Court found Shyman and the former commercial director of the plant guilty of abuse of office, which led to grave consequences. Shyman was sentenced to 5 years in prison.<\/p>\n

The investigation also found that part of the funds under contracts for the supply of ammunition could be withdrawn through affiliated structures. At the same time, officials responsible for accepting products did not stop the supply, despite the detected defects.<\/p>\n

The auditors note that the current system allows companies against which criminal proceedings have been opened to continue to participate in tenders and receive new defense contracts.<\/p>\n

Ukraine’s allies have also had problems with ammunition purchases. In the summer, it became known that Estonia lost tens of millions of euros in purchasing ammunition for the Ukrainian Armed Forces through Indian intermediaries<\/a> who had no experience in selling weapons. This situation led to the resignation of Estonian Defense Minister Hanno Pevkur.<\/p>\n
