The situation in the Russian oil refining industry is deteriorating due to increasingly intense Ukrainian drone strikes and problems with restoring damaged facilities. The International Energy Agency has lowered its forecast for Russian oil refining volumes for the next 18 months to about 4 million barrels per day.<\/strong><\/p>\n

“Persistent drone strikes and the fragmented nature of repair work are likely to have a cumulative negative effect and undermine the operation of Russia’s oil refining system,” the IEA said in its monthly oil market report.<\/p>\n

Russian refineries were hit by at least 22 strikes in August, the highest monthly toll since the start of the full-scale war, according to Bloomberg calculations based on public statements from both countries.<\/p>\n

The IEA expects Russian oil refining to be around 4 million barrels per day over the next 18 months, down 30% from before Russia’s full-scale invasion of Ukraine.<\/p>\n

The agency noted that this forecast may be too optimistic. Increased delivery times for spare parts and the approach of cold weather may increase the load on the Russian oil refining system.<\/p>\n

According to the IEA, the effectiveness of Ukrainian strikes on Russian refineries is increasing. Ukrainian forces are using multiple waves of drones, overcoming protective nets and air defenses, and targeting has become more precise.<\/p>\n

The drones, according to the agency, are hitting secondary processing units at Russian refineries. Replacing them could take 6 to 8 months, and international sanctions limit Russia’s access to the necessary equipment.<\/p>\n

The IEA also lowered its forecast for Russian oil supplies in 2026 by 125,000 barrels per day to 8.7 million barrels per day. This is due to a reduction in processing volumes at Russian refineries.<\/p>\n
