He said the Russian Federation also has a broader manufacturing base.<\/p>\n<p> &#8220;Despite all the technological prowess, ingenuity, and speed of adaptation of Ukrainians, Russia is learning from Ukraine. And, unfortunately, the Russians have access to Western technology that they shouldn&#8217;t have, but they do. And they have a broader production base,&#8221; Clark noted.<\/p>\n<p> The general emphasized the need for further development of Ukrainian technologies and defense-industrial potential.<\/p>\n<p> &#8220;It is very important for Ukraine to continue to develop technologically: to create its own cruise missiles, improve and use drones, develop missile defense, its own ballistic missiles &#8211; all of this is critically important,&#8221; Clark noted.<\/p>\n<p> He also called maintaining financial and technological support for Europe a challenge. Clark noted that European states are increasingly aware of the threat posed by Russia.<\/p>\n<p> &#8220;Maybe they didn&#8217;t see it in 2022, but they do now. They know that Russia is a threat to Europe,&#8221; he stressed.<\/p>\n<p> Clark also called for assessing the Kremlin&#8217;s intentions not by Vladimir Putin&#8217;s statements, but by actions and Russian capabilities.<\/p>\n<p> &#8220;You can&#8217;t be guided by such statements. You have to look at the reality of the situation, at Putin&#8217;s motives, and at Russian capabilities. You can&#8217;t judge intentions simply by Putin&#8217;s statements,&#8221; the general emphasized.<\/p>\n<p> Separately, Clarke called the efficient use of funds in the defense sector a challenge. He praised the decentralized procurement system, but drew attention to the risks of inefficient allocation of resources and accusations of corruption.<\/p>\n<p> &#8220;The new team has to deal with this. Ukraine&#8217;s defense comes first before anyone can take money off the table. And I hope you can ensure that,&#8221; Clark said.<\/p>\n<p> Earlier, the head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, Lieutenant General Oleg Ivashchenko, stated that <a href=\"https:\/\/prm.ua\/skilky-rosiia-zmozhe-prodovzhuvaty-viynu-u-hur-zrobyly-prohnoz\/\">Russia has military and economic resources to continue the war, but they may run out by 2028.<\/a> This is influenced by significant losses of personnel, falling morale, and the depletion of the Russian economy.<\/p>\n<p> The day before, Deputy Head of the GUR Vadim Skibitsky stated that <a href=\"https:\/\/prm.ua\/chy-planuie-rosiia-prypynyty-vohon-do-kintsia-roku-vidpovid-hur\/\">Russia is currently not showing signs of readiness to cease fire and move on to full-fledged peace negotiations<\/a> .
