The document provides for the introduction of VAT for goods ordered through foreign marketplaces, effectively from the first euro.<\/strong><\/p>\n<p>This is evidenced by <a href=\"https:\/\/itd.rada.gov.ua\/billinfo\/Bills\/Card\/70719\" rel=\"nofollow noopener\" target=\"_blank\">the draft law card<\/a> on the website of the Verkhovna Rada.<\/p>\n<p>On September 16, the parliament adopted the document as a basis. It is currently preparing for a second reading.<\/p>\n<p>The draft law concerns the distance sales of goods from abroad to individuals via electronic platforms. For such purchases worth <strong>up to 150 euros,<\/strong> it is proposed to abolish the current VAT exemption.<\/p>\n<p>VAT must be charged and paid by the marketplace itself when selling goods. For this purpose, a separate registration mechanism for foreign platforms is provided.<\/p>\n<p>At the same time, the document does not cancel all privileges for international shipments. <strong>Parcels between individuals worth up to 45 euros<\/strong> are proposed to be exempt from VAT if the goods are sent free of charge and do not have a commercial purpose.<\/p>\n<p>They also plan to maintain exemptions for goods worth up to 150 euros in unaccompanied baggage and for certain goods intended for security and defense needs.<\/p>\n<p>According to the Ministry of Finance, the new rules should come into effect <strong>no earlier than July 2027.<\/strong> It is expected that additional revenues from such a VAT will be directed to a special state budget fund for the needs of the Defense Forces.<\/p>\n<p>Bill No. 16051-1 was submitted by the head of the parliamentary Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev. The relevant committee had previously recommended that the parliament adopt it as a basis and in its entirety.<\/p>\n<p>Recall, earlier &#8220;Pryamiy&#8221; <a href=\"https:\/\/prm.ua\/zamovlennia-z-temu-ta-aliexpress-iake-potribno-platyty-myto-i-pdv-za-pokupky-z-za-kordonu-u-2026-rotsi\/\">told what duties and VAT are currently required to be paid for purchases from Temu and AliExpress<\/a> .
