A scandal has erupted in Estonia surrounding Arseniy Pushkarenko, a member of parliament from the Servant of the People party. Estonian officials said he tried to influence the distribution of aid to Ukraine by promoting specific projects, and during one of the meetings allegedly threatened officials with possible dismissal.<\/strong><\/p>\n

This is stated<\/a> in an investigation by the Estonian publication Eesti Ekspress, which is based on conversations with more than 20 sources and documents. According to journalists, Pushkarenko’s conflict with representatives of the Estonian Center for International Development and Cooperation (ESTDEV) escalated in 2026.<\/p>\n

According to the publication, the deputy tried to ensure that Estonian funds were directed to specific projects, in particular in the Zhytomyr region. The Estonian side emphasized that decisions on the use of aid are made in accordance with the procedures established in the country.<\/p>\n

The conflict culminated in a meeting in Tallinn on June 18. During it, Pushkarenko, together with the Ukrainian delegation, discussed future projects with representatives of ESTDEV and the organizers of the conference on the restoration of Ukraine.<\/p>\n

As stated in the memorandum prepared for the leadership of the Estonian Foreign Ministry, the MP spoke about a possible change of government in the country and called Urmas Reinsalu the future Prime Minister. According to the Estonian side, Pushkarenko stated that after the change of government, ESTDEV employees and the Minister of Foreign Affairs could be held accountable and punished.<\/p>\n

After that, Estonian Foreign Minister Margus Tsakhkna instructed to stop working contacts with the Ukrainian MP. According to the investigation, the Estonian side concluded that further cooperation with Pushkarenko had become impossible.<\/p>\n

Separately, Eesti Ekspress described situations related to reconstruction projects in the Zhytomyr region. In particular, during the reconstruction of a kindergarten in Ovruch, a sign was placed on the fence stating Pushkarenko’s support for the construction. According to the publication, Estonian representatives demanded that it be removed.<\/p>\n

The article also discusses the reconstruction of housing for large families with the support of ESTDEV. Pushkarenko visited one of these facilities and, according to the Estonian side, stated that he represented Estonia. He also promised one of the families a place in the building.<\/p>\n

Estonia stated that the MP had no authority to represent the country or the project. After that, ESTDEV agreed that proposals for restoration sites would be submitted directly by the Ukrainian authorities.<\/p>\n

Pushkarenko himself, according to Eesti Ekspress, did not respond to the publication’s request for comment. At the same time, Urmas Reinsalu stated that he did not promise Pushkarenko to dismiss Estonian officials if he came to power.<\/p>\n
