Russian President Vladimir Putin will likely not agree to limit attacks on Ukraine’s energy infrastructure until after winter. Russia may view a long-range campaign as a way to increase pressure on Ukraine amid the lack of significant progress on the front lines.<\/strong><\/p>\n

This is stated<\/a> in a report by the Institute for the Study of War (ISW).<\/p>\n

On September 25, Putin stated that Ukraine was allegedly insisting on ending long-range strikes against energy facilities. At the same time, he said that Ukraine “must feel” the consequences of Russian attacks.<\/p>\n

The ISW notes that Russian forces failed to achieve the expected territorial gains in 2026. Since March, their net territorial gains have remained close to zero, while Ukrainian forces have conducted counteroffensive actions in certain areas.<\/p>\n

Against this backdrop, analysts estimate that the Kremlin may increasingly rely on long-range strikes against Ukraine’s rear and critical infrastructure, attempting to increase pressure on Ukraine beyond the front lines. ISW also notes an expansion of Russia’s strike campaign to include telecommunications and digital infrastructure.<\/p>\n

Therefore, ISW is pessimistic about the prospects of an agreement on a mutual cessation of attacks on energy infrastructure. Analysts believe Putin is unlikely to agree to a ceasefire if it limits Russia’s ability to conduct a long-range winter campaign.<\/p>\n

ISW also does not expect significant progress in negotiations or the Kremlin’s willingness to make significant concessions by the end of Russia’s long-range campaign in the winter of 2026-2027. <\/p>\n
