Russia is creating a system of full integration of the occupied territories of Donetsk, Luhansk, Zaporizhia, and Kherson regions by 2030. Moscow is replacing Ukrainian institutions with Russian ones and intensifying passportization, Russification, militarization, and control over the population.<\/strong><\/p>\n

GLOBSEC analyst Maksym Beznosyuk and Arizona State University professor Tom Reilly note that Russia is gradually forming its own system of governance in the occupied territories. This includes Russian courts, the tax system, documents, educational programs, and law enforcement agencies.<\/p>\n

The article notes that Russian passports have become necessary for receiving pensions, employment, government benefits, and education. At the same time, Russia uses passporting for military registration of men aged 18 to 65.<\/p>\n

A separate direction is the seizure of Ukrainian real estate. Since 2024, the Russian authorities have confiscated or designated for confiscation at least 34 thousand objects belonging to Ukrainian citizens.<\/p>\n

Moscow is also changing the education system in the occupied territories. They are introducing Russian programs in schools, restricting the use of the Ukrainian language, and expanding military-patriotic education for children.<\/p>\n

The authors note that Russia is also rebuilding the infrastructure of the occupied territories for its own military and economic needs. In particular, this concerns the development of railways and ports, as well as the use of local industrial enterprises for Russian defense production.<\/p>\n

According to the authors, the institutions created by Russia may complicate the restoration of Ukrainian governance even if the occupied territories return to Kyiv’s control.<\/p>\n

By the way, in the temporarily occupied territories of Ukraine, Russia has launched a large-scale information campaign on the anniversary of the illegal pseudo-referendums<\/a> . Kremlin-controlled media are trying to present the occupation as a \u201choliday\u201d and a period of supposedly large-scale positive changes.<\/p>\n

In addition, Russia imposes a distorted version of Ukrainian history on children in the occupied territories<\/a> . The CPR noted that education at TOT is being used as a tool of assimilation and propaganda.<\/p>\n
