72% of Ukrainians surveyed believe that President Volodymyr Zelenskyy bears personal responsibility for the corrupt actions of his entourage. At the same time, KIIS emphasizes that respondents mainly perceive such responsibility as political, and not as an assertion of the president’s personal involvement in corruption.<\/strong><\/p>\n

This is evidenced by<\/a> the results of a survey by the Kyiv International Institute of Sociology, conducted on September 12\u201321, 2026.<\/p>\n

When asked whether President Volodymyr Zelenskyy is personally responsible for the corrupt actions of his entourage, 72% of respondents answered in the affirmative<\/strong> . Another 25%<\/strong> said they did not consider him responsible.<\/p>\n

KIIS separately warned against interpreting these results as an assessment of Zelensky’s personal involvement in corrupt actions.<\/p>\n

According to sociologists, the broader context of the research shows that citizens mainly perceive the concept of “responsibility” as the president’s political responsibility for the actions of people in his entourage<\/strong> , rather than as a direct accusation of Zelensky himself of committing corruption offenses.<\/p>\n

The data also varies depending on the level of trust in the president. Among those who \u201cfully trust\u201d Zelensky, 3% consider him responsible<\/strong> , while another 16% have doubts.<\/p>\n

Among respondents who \u201crather trust\u201d the president, the majority \u2013 60% \u2013 do not consider him responsible<\/strong> .<\/p>\n

At the same time, among those who \u201crather distrust\u201d Zelensky, 57% hold him responsible<\/strong> , and among those who \u201cdo not trust at all,\u201d this figure reaches 85%<\/strong> .<\/p>\n

Corruption is the biggest concern for half of respondents<\/h3>\n

KIIS also asked Ukrainians what issues concern them most right now. Respondents could choose up to three answer options.<\/p>\n

They most often mentioned corruption in government \u2013 50%<\/strong> and massive missile and drone strikes \u2013 40%<\/strong> .<\/p>\n

Another 30%<\/strong> mentioned the unprofessionalism and incompetence of the authorities, 28%<\/strong> – the low level of salaries and pensions, 24%<\/strong> – the activities of the Trade and Consumer Protection Commission, 23%<\/strong> – rising prices, and 21%<\/strong> – the situation at the front.<\/p>\n

If we combine the answers about the massive strikes and the situation on the front, 53% of respondents<\/strong> mentioned the war factor.<\/p>\n

At the same time, a total of 64% of respondents<\/strong> chose corruption in government or incompetence.<\/p>\n

Sociologists emphasize that the wording of the question affects the results. In previous KIIS studies, where respondents were asked to name the main challenge on their own without a suggested list, war was much more often named first.<\/p>\n\t

Another 72% of respondents said that, in their opinion, the level of corruption in Ukraine increased during the full-scale invasion<\/strong> .<\/p>\n

6% of respondents<\/strong> said that corruption has decreased. Others believe that the situation has not changed, or could not decide on an answer.<\/p>\n

At the same time, KIIS drew attention to the fact that the perception of the level of corruption does not necessarily reflect the actual dynamics of corrupt practices.<\/p>\n

Sociologists note that citizens often form an assessment of corruption based on high-profile investigations, media reports, and social media. At the same time, an increase in the number of exposed cases can be perceived both as a sign of increasing corruption and as a result of a more active fight against it.<\/p>\n\t

The survey was conducted on September 12\u201321, 2026,<\/strong> using telephone interviews. 1,002 adult citizens of Ukraine<\/strong> living in government-controlled territory participated in it.<\/p>\n

The sample did not include citizens residing in temporarily occupied territories, as well as Ukrainians who left abroad after February 24, 2022.<\/p>\n

Under normal conditions, the maximum statistical error for indicators close to 50% did not exceed 4.1%<\/strong> . KIIS also warns that additional systematic deviation is possible in wartime conditions.<\/p>\n

Previously, “Pryamiy” wrote about Mykhailo Fedorov’s statement regarding the president’s responsibility for possible corruption among representatives of his entourage<\/a> . He stated that Zelenskyy should explain whether he knew about possible corrupt actions of people close to him.<\/p>\n
