Russia must immediately release the Ukrainian journalists it is holding captive, the Parliamentary Assembly of the Council of Europe has demanded. This includes at least 26 Ukrainian media workers.<\/strong><\/p>\n

This is stated<\/a> in the PACE resolution on threats to media independence. It was supported by 106 delegates in Strasbourg.<\/p>\n

The Assembly called Russia’s war against Ukraine the greatest threat to journalists in Europe. It recalled that under international law, journalists are civilians, and deliberate attacks on them and killings can constitute war crimes.<\/p>\n

According to Yevheniya Kravchuk, a member of the Ukrainian delegation, Russia is currently illegally detaining at least 26 Ukrainian journalists. Most of them are behind bars on trumped-up charges.<\/p>\n

The resolution also mentions Viktoriya Roshchina, who died in Russian captivity. PACE demands not only the release of the imprisoned journalists, but also the punishment of those involved in the crimes against them.<\/p>\n

A separate problem is Ukrainian media in the occupied territories. Russia is closing or seizing editorial offices, persecuting local journalists. Ukrainian broadcasting there is being supplanted by Russian state propaganda.<\/p>\n

PACE also drew attention to the spread of Russian propaganda in Europe. This concerns both state-controlled media and the hidden financing of information resources and campaigns on the Internet.<\/p>\n

The Assembly supported restrictions on the broadcasting of Kremlin-linked propaganda networks. According to Kravchuk, PACE does not consider such decisions to be an attack on freedom of speech if they comply with the practice of the European Court of Human Rights.<\/p>\n

European countries called for continued assistance to Ukrainian editorial offices, primarily those working near the front or moving from occupied territories.<\/p>\n

The resolution does not only concern Ukraine. PACE drew attention to political and financial pressure on editorial offices in Europe and problems with the independence of public media.<\/p>\n

Among the proposals are to open data on ultimate media owners, guarantee the independence of regulators, support local editorial offices, and better protect journalists from threats.<\/p>\n
