Brussels is discussing a mechanism under which Russian officials may need permission to travel to or transit through other EU countries.<\/strong><\/p>\n<p dir=\"auto\" data-start=\"302\" data-end=\"367\">This <a href=\"https:\/\/www.euronews.com\/2026\/10\/06\/eu-mulls-tougher-restrictions-on-russian-diplomats-as-hybrid-threats-intensify\" rel=\"nofollow noopener\" target=\"_blank\">is reported by<\/a> Euronews, citing diplomatic sources.<\/p>\n<p dir=\"auto\" data-start=\"369\" data-end=\"673\">Attention to Russian diplomats has grown after a series of incidents in European countries. In particular, last month, Hungary announced the expulsion of 10 Russian diplomats, accusing them of &#8220;unacceptable&#8221; behavior under the 1961 Vienna Convention. In response, Russia took a similar step.<\/p>\n<p dir=\"auto\" data-start=\"675\" data-end=\"880\">European states are also concerned about the suspected arson attack on a defense company facility in Estonia and the discovery of an unexploded drone at Leipzig Airport in Germany. Both incidents are linked to Russia.<\/p>\n<p dir=\"auto\" data-start=\"882\" data-end=\"1213\">The new discussions continue the mechanism that the EU introduced as part of the 19th sanctions package. From January 2026, Russian diplomats must give at least 24 hours&#8217; notice of their intention to visit or transit through another EU country. This rule also applies to their family members, as well as diplomatic and technical staff.<\/p>\n<p dir=\"auto\" data-start=\"1215\" data-end=\"1571\">At the same time, the current system only provides for notification of movement and does not give EU countries the opportunity to directly prohibit it. The proposed stricter option provides for mandatory receipt of a transit permit. In case of refusal, the Russian diplomat will not be able to cross the relevant border. So far, only two EU countries have introduced a similar procedure.<\/p>\n<p dir=\"auto\" data-start=\"1573\" data-end=\"1695\">&#8220;Since the system has only been in effect since January 2026, experience with its application is limited,&#8221; a European Commission spokesman noted.<\/p>\n<p dir=\"auto\" data-start=\"1697\" data-end=\"1896\" data-is-last-node=\"\" data-is-only-node=\"\">At the same time, EU countries need to take into account the provisions of the Vienna Convention, which guarantees diplomats appropriate rights and protection.
