The occupiers called it an &#8220;evacuation.&#8221; Among those evacuated were children, young people, and the elderly.<\/strong><\/p>\n<p> This was reported by the Verkhovna Rada Commissioner for Human Rights, Dmitry Lubinets.<\/p>\n<p> According to him, the whereabouts of these people and the conditions in which they are being held are unknown. The ombudsman noted that the occupiers themselves reported on the so-called rescue operation on their Telegram channels. At the same time, video footage reveals pressure and intimidation, and that people have been deprived of the opportunity to decide for themselves where to go.<\/p>\n<p> Lubinets emphasized that the forced removal of civilians from occupied territories constitutes forced displacement and deportation and violates Article 49 of the Geneva Convention relative to the Protection of Civilian Persons in Time of War.<\/p>\n<p> Furthermore, the occupiers created a special Telegram bot, ostensibly for registering departure permits. It collects passport information, phone numbers, and addresses from citizens. The ombudsman urged residents of the temporarily occupied territories not to share personal documents of their families and children through this bot.<\/p>\n<p> Lubinets appealed to Russia demanding the location of the deportees, the provision of full lists of people, disclosure of their conditions of detention, and their return to Ukraine.
