Deputy Chairwoman of the Parliamentary Committee on Finance, Olga Vasylevska-Smaglyuk, stated that the State Financial Monitoring Service of Ukraine is unprepared for power outages. According to her, the agency has a supply of diesel fuel for only a few days, and on weekends it may stop the system for transmitting data on threshold and suspicious financial transactions.<\/strong><\/p>\n

According to the MP, the State Financial Monitoring Service’s budget did not provide funds in advance to support the agency’s work during power outages. As a result, the system was unprepared for the power outage schedules.<\/p>\n

Vasilevska-Smaglyuk noted that, according to the head of the State Financial Monitoring Service, Philip Pronin, the diesel fuel stock will last for several days. At the same time, the Treasury is not making payments for the purchase of a new batch of fuel.<\/p>\n

According to the deputy, one day of operation of diesel generators in the department costs 50\u201360 thousand hryvnias.<\/p>\n

On weekends, she said, there may be a need to disable the Financial Monitoring Information System (FMIS). Through its electronic office, banks, notaries, accountants, and insurers transmit information about threshold and suspicious transactions.<\/p>\n

Vasilevska-Smaglyuk warned that after the system is stopped, restarting it may be difficult, and some messages may be lost.<\/p>\n

By the way, the State Financial Monitoring Service did not provide the NSSMC with a response to 85 reports of suspicious transactions totaling over UAH 222 billion<\/a> . These are requests that the regulator sent from 2024 to August 17, 2026.<\/p>\n

As a reminder, the Government Council on Prevention and Counteraction to Money Laundering pointed out that the State Financial Monitoring Service failed to meet<\/a> the deadlines for preparing the report on the results of the fourth National Risk Assessment (NRA). Conducting this assessment is one of Ukraine’s obligations under the Ukraine Facility program. <\/p>\n
