Internal documents show \u20ac57 million in advance payments, debts to Hungarian subcontractors and the risk of construction delays.<\/strong><\/p>\n<p> This is reported by <a href=\"https:\/\/www.politico.eu\/article\/russias-rosatom-planned-to-dismiss-scandal-ridden-contractor-from-hungarian-nuclear-project\/\" rel=\"nofollow noopener\" target=\"_blank\">POLITICO<\/a> .<\/p>\n<p> According to journalists, Rosatom documents for 2025 show that the corporation paid Moscow-based Orgenergostroy about 57 million euros in advance for work on the Paks II nuclear power plant, which was not yet completed at that time. At the same time, the contractor had about 10.6 million euros in unpaid debts to Hungarian companies involved in the project.<\/p>\n<p> At the time, Orgenergostroy was embroiled in a corruption scandal in Russia. According to documents, one of its representatives was accused of bribing the head of Rosatom, who was later sentenced to 12 years in prison.<\/p>\n<p> In late 2024, Orgenergostroy began laying off workers at a construction site in Hungary. After that, an independent Hungarian MP contacted Rosatom with a request for information about the project. The corporation then assured that the contractor would continue work without interruption.<\/p>\n<p> However, the minutes of an internal Rosatom meeting in December 2025 indicate that the corporation&#8217;s CEO, Alexey Likhachev, approved preparations to terminate contracts with Orgenergostroy on various projects, including the Paks II NPP.<\/p>\n<p> Internal analysis showed that replacing the contractor with local companies could delay construction by 3-4 months. Termination of contracts could also increase the cost of the works by almost 20%, amounting to about 170 million euros, which Orgenergostroy still had to perform under the contract.<\/p>\n<p> In response to a journalist&#8217;s request, Rosatom called the documents outdated and stated that the problems with the contractor had been resolved and construction was proceeding according to plan. At the same time, the corporation did not answer whether Orgenergostroy had completed the work for which it had received advances and whether it had repaid its debts to the Hungarian companies.<\/p>\n<p> The disclosure of these documents came as Hungarian Prime Minister Peter Magyar reviewed the Paks II nuclear power plant project. The construction cost is estimated at 12.5 billion euros, and the Hungarian authorities are reviewing the terms of cooperation with Russia.<\/p>\n<p> The documents also contain an internal assessment of Rosatom&#8217;s problems with foreign projects. One of the corporation&#8217;s managers claimed in correspondence that the construction of nuclear facilities in Turkey, Egypt and Bangladesh was behind schedule.
