According to the publication, Washington viewed these funds as an upfront incentive for a partial ceasefire, rather than a reward for maintaining it.<\/p>\n<p> The second option was to propose that Moscow sell a portion of its shares in the Russian oil company Lukoil to investors from the Middle East and businesses associated with American negotiators.<\/p>\n<p> The third proposal concerned the possible authorization of Belarus to export potash. It was voiced by Trump&#8217;s special envoys Steve Witkoff and Jared Kushner.<\/p>\n<p> As the NYT notes, Ukrainian officials were surprised by the scale of concessions that American representatives discussed with Russia in late September during diplomatic contacts on the sidelines of the UN General Assembly.<\/p>\n<p> The Ukrainian side has not ruled out these proposals, but insists on guarantees in the event of a violation of the agreements.
