The latter has already passed the first reading and is currently preparing for the second.

Separately, they plan to include draft law No. 16011 on increasing the efficiency of privatization of state property on the agenda.

Another key issue will be bill No. 16119 on the educational rights of indigenous peoples of Ukraine and representatives of national minorities.

The document, in particular, provides for expanding the possibilities of using minority languages in the educational process and introducing a separate status for relevant educational institutions. The relevant parliamentary committee recommended its adoption as a basis and in its entirety .

According to MP Yaroslav Zheleznyak, draft law No. 16119 is planned to be adopted today as a basis and in its entirety. After that, the document must be signed by the president.

The deputy noted that after this, Hungary should unblock the opening of negotiation clusters within the framework of Ukraine’s accession to the EU.

Previously, “Pryamiy” wrote that Hungary agreed to unblock two negotiation clusters on the condition of changes in the area of national minority rights. These are the clusters “Internal Market” and “Competitiveness and Inclusive Growth.”

The parliament is also to consider draft law No. 15400 in a second first reading. It concerns the transfer of fees for the processing and issuance of documents in the field of state export control to a special fund of the state budget.

Another bill – No. 15532 – provides for the postponement of the deadlines for the introduction of an electronic traceability system for alcoholic beverages, tobacco products, and liquids for electronic cigarettes.

The main voting day for this plenary week is currently scheduled for Wednesday.

In parallel, Ukraine continues to implement reforms to which the EU links further funding.

On September 23, the European Commission stated that the implementation of the agreed reforms could unlock up to 20 billion euros in budget support for Ukraine in 2026. Brussels named the rule of law and the fight against corruption among the key areas.

On October 2, Ukraine received almost 2.9 billion euros as part of the next installment of the Ukraine Facility. The payment was agreed upon after the implementation of the steps specified in the program.

At the same time, the EU previously refused to provide part of the additional funding ahead of schedule , emphasizing that access to funds depends on Ukraine’s implementation of the necessary reforms.

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram .

The Verkhovna Rada begins a plenary week on October 12, during which deputies are to consider a number of draft laws important for Ukraine’s European integration and the implementation of reforms that require further financial support from the EU.
