The project involves reducing limits for enterprises in the defense-industrial complex, energy, and part of the utilities sector, as well as creating a new body that will influence the granting of the status of a critically important enterprise.

This was announced by People’s Deputy Yaroslav Zheleznyak, publishing a draft of government changes to the reservation rules received from sources.

This is a draft, so the proposed regulations may still change before they are approved by the government.

One of the main changes concerns reservation limits. For enterprises in the defense-industrial complex and energy sector, which can currently reserve up to 100% of their military-liable employees, it is proposed to set a maximum level of 85% .

For enterprises in the heat, water supply, sewage, and household waste management sectors, the limit is to be reduced from 75% to 60% .

For other critical enterprises, the basic limit of 50% is formally retained, but the method of its calculation is changing.

It is proposed that employees who already have a deferment from mobilization for other reasons no longer be included in the total number of military conscripts, from which the 50 percent limit is determined.

In particular, this concerns students, people who have a deferment due to care, as well as parents of three or more children.

The materials give the following example: if an enterprise has 100 conscripts, of whom 20 already have a deferment, it can now reserve 50 people. Under the new approach, the base will be 80 employees, so only 40 can be reserved.

Another proposed change is the creation of a Coordination Center for Reservations under the Cabinet of Ministers.

It is to include 17 people. Among them are representatives of the Ministry of Economy, the Ministry of Defense, the Security Service of Ukraine, the State Security Service, the Foreign Intelligence Service, and the National Police.

According to the project, without the recommendation of this center, the enterprise will not be able to receive critical status or a reservation limit of more than 50%.

In addition, the Coordination Center will be able to recommend reviewing or revoking the status of a critical enterprise already granted.

At the same time, the draft does not specify the deadlines for adopting such decisions, clear criteria for the center’s recommendations, and a mechanism for appealing them.

By October 20, 2026, ministries and regional state administrations must review the sectoral criteria by which enterprises are recognized as critically important and agree them with the Coordination Center.

The draft also does not explain what will happen to existing reservations if, after the rules change, their number exceeds the new limits.

We would like to remind you that it was previously reported that reservations may be canceled from September 1 for employees of enterprises that have not reconfirmed their critical status .

Also in August , it was explained who risks losing the deferral after the end of the transition period for critical enterprises .

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram .

Ukraine is preparing changes to the rules for booking military conscripts.
