It includes large-scale reconstruction, security guarantees for Kyiv, a new energy model for Europe, and a ceasefire along the current front line.

This is reported by The Washington Post, citing an American official familiar with the negotiations.

According to the publication, the diplomatic process intensified after a six-hour meeting in Florida last Friday, which was held by US President’s special representatives Jared Kushner and Steve Witkoff.

It was attended by representatives of Ukraine, as well as Great Britain, France, and Germany.

The American side is trying to form a broader package that would contain not only military-political agreements, but also economic incentives for Ukraine and Russia.

As WP’s interlocutor explained, the negotiators’ logic is to make the future agreement large enough so that both sides see the benefits after the war ends and agree to compromises.

Rebuilding Ukraine

The first component of the plan should be the post-war reconstruction of Ukraine.

According to WP, the World Bank and BlackRock are working on a framework mechanism that should cover Kyiv’s needs for rebuilding destroyed territories, supporting the families of dead and wounded soldiers, and restoring the economy.

The Ukrainian side was asked to provide detailed estimates of the necessary funding, as well as guarantees that the funds would not be embezzled after the war.

According to the publication’s source, Kyiv should provide the relevant calculations in the coming days if the negotiation process does not break down.

Security guarantees under the principle of Article 5

The second key element is security guarantees for Ukraine.

According to an American official, the United States and European states should commit to responding militarily in the event of a new Russian attack on Ukraine.

A WP interlocutor described such a mechanism as the equivalent of NATO’s Article 5 .

At the same time, Russia may also be offered agreements with European countries that address its security requirements. The specific content of these provisions is not yet known.

New energy deal

The third part of the proposal envisages economic integration of Ukraine, Russia, and Europe through an energy agreement.

One option being discussed is a pipeline to supply Russian oil and gas to Europe, the profits from which could be shared between Ukraine and Russia.

According to the American official, this could reduce the cost of energy in Europe and at the same time provide Russia with long-term access to the European energy market.

The future agreement should also determine how and when current economic sanctions against Russia can be lifted.

Ceasefire along the current front line

The most difficult point remains the territorial issue.

According to WP, Russia would have to agree to a ceasefire along the current front line, which negotiators call the “line of control.”

For Ukraine, this would effectively mean that Russia would continue to control the territories it occupied, including part of Donbas.

At the same time, the publication emphasizes that the front line itself remains unstable due to constant local changes on the battlefield.

US demands end to strikes on refineries

Trump considers a separate condition of the American peace initiative to be the cessation of mutual attacks on oil refineries.

According to WP, during the meeting in Florida, Kushner and Witkoff again asked the Ukrainian side to stop attacks on Russian refineries.

The American official claims that such a demand has been made to Kyiv about six times in recent months amid rising diesel fuel prices.

At the same time, the European diplomat acknowledged that Ukraine’s attacks on Russian refineries significantly affect the Russian economy and strengthen Kyiv’s negotiating position.

According to an American source, if Zelensky agrees to stop attacks on Russian refineries, Washington is ready to continue the diplomatic process and move to the next stage of negotiations with Moscow.

Recall, on October 9, Witkoff and Kushner presented Ukraine with new proposals to end the war . Among other things, they discussed a partial cessation of strikes on energy infrastructure and grain supplies.

It was also previously reported that the US threatened Ukraine with a suspension of intelligence sharing due to attacks on Russian refineries .

In addition, Ukraine is working with partners on five different ceasefire formats .

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram .

The United States and its European partners are gradually shaping a new peace proposal to end Russia’s war against Ukraine.
