In Ukraine, about 10 cases were recorded when representatives of territorial recruitment and social support centers (TCK and SP) entered private homes and forcibly took men from there.<\/strong><\/p>\n

Thiswas stated<\/a> by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets in an interview with the “Svoboda Live” project.<\/p>\n

According to him, similar cases have been recorded in different regions of Ukraine. The Ombudsman suggests that this is a way to check the legal response to the actions of representatives of the CCC.<\/p>\n

“I think this is a check, what will be the legal reaction if employees of the CCC and the SP enter even private premises and forcibly take the owners from there. That is, they tried it in one region – there was a reaction, they are trying it in other regions,” Lubinets noted.<\/p>\n

One such case occurred in the Khmelnytskyi region. The Ombudsman’s office responded to the incident, after which law enforcement officials announced the opening of criminal proceedings.<\/p>\n

At the same time, Lubinets clarified that he currently has no information about cases where CCC representatives broke down doors. According to him, residents usually open them themselves or leave them unlocked, after which servicemen enter and forcibly remove the men.<\/p>\n

In the opinion of the Ombudsman, such actions may contain signs of criminal offenses.<\/p>\n

Complaints about violations during mobilization<\/strong><\/p>\n

In the first nine months of 2026, the Ombudsman’s Office received 5,607 complaints regarding possible violations of citizens’ rights during mobilization. For the entire year of 2025, there were 6,127 such complaints.<\/p>\n

Lubinets called the situation a systemic problem and emphasized that responsibility for stopping illegal practices should lie not only with the direct perpetrator, but also with the military leadership.<\/p>\n

Recall, it was reported last year that nine members of the CCK alert groups were convicted in Odessa for kidnapping men and torturing them.<\/a> Six of them received real prison terms, and the most severe sentence is 7 years and 1 month.<\/p>\n

Previously, in the Lviv region, a man was held in the premises of the Trade and Commerce Center for almost seven days and could not inform his relatives about this<\/a> . The Ombudsman initiated an inspection to establish the legality of his detention.<\/p>\n

In addition, in Transcarpathia, representatives of the Ombudsman identified cases of alleged illegal detention of men with suspended sentences<\/a> . Based on the results of the inspection, Lubinets contacted law enforcement.<\/p>\n
