The European Union has removed businessmen Mikhail Gutseriev and Viktor Shevtsov, who are linked to Belarusian dictator Alexander Lukashenko, from its sanctions list against Belarus.<\/strong><\/p>\n

This is stated<\/a> in the decision of the Council of the European Union of October 13, 2026, published in the Official Journal of the EU on October 14.<\/p>\n

The document provides for the exclusion of both businessmen from the list of persons against whom restrictive measures have been introduced due to the situation in Belarus and the country’s participation in Russian aggression against Ukraine.<\/p>\n

The decision was made at the proposal of the EU High Representative for Foreign Affairs and Security Policy after assessing the relevant circumstances.<\/p>\n

Gutseriev has been under sanctions under the Belarusian regime since 2021. The European Union has linked him to Lukashenko and support for the Belarusian authorities. The businessman has repeatedly challenged the sanctions, but his previous claims have been rejected.<\/p>\n

In May 2026, the General Court of the EU upheld one of Gutseriev’s claims and annulled the EU Council’s decision to extend the restrictions on him.<\/p>\n

Shevtsov was added to the sanctions list in August 2024. The grounds were, in particular, claims of benefiting from a monopoly position in the market for the production of protective holograms. He also challenged the restrictions in European courts.<\/p>\n

At the same time, Gutseriev’s removal from the Belarusian sanctions list does not mean a complete lifting of restrictions against him. In July 2026, the EU Council added<\/a> the businessman to a separate sanctions list for actions related to Russian aggression against Ukraine.<\/p>\n

Previously, “Pryamiy” reported on the European Union’s preparations to remove Gutseriev and Shevtsov from the sanctions list<\/a> . At that time, Radio Liberty journalist Rikard Jozwiak noted that the corresponding decision was related to lawsuits by businessmen.<\/p>\n

In addition, Ukraine previously reacted to the lifting of EU sanctions on Russian businessmen Alisher Usmanov and Mikhail Fridman<\/a> .
