Ukraine may revise the rules for reserving workers from mobilization and abolish the ability to reserve 100% of the company’s staff. The government is preparing changes due to massive abuses, when companies receive the right to full reservation, although a significant part of their employees are not involved in performing critical tasks.<\/strong><\/p>\n

This was announced by Prime Minister of Ukraine Serhiy Koretsky during the government’s question hour.<\/p>\n

According to the head of government, current rules allow bookings for all employees of an enterprise, regardless of how important their work is to its operations. At the same time, companies continue to make new bookings, which is of concern to the Cabinet.<\/p>\n

“This is the only reason why we are looking at a 100 percent barrier – to modify it or still leave it as it is. Because, unfortunately, there is a lot of abuse. And additional bookings continue every month,” Koretsky said.<\/p>\n

The Prime Minister emphasized that the status of a critical enterprise should be determined not only by economic indicators, salary levels, and lack of debt. In his opinion, the main criteria should be the company’s contribution to defense capability and ensuring the vital activity of the state.<\/p>\n

As an example, Koretsky cited a contractor who was granted the right to reserve all personnel due to performing work for Ukrenergo. However, after a detailed inspection, it turned out that only 20 out of 100 reserved employees worked directly for the energy company.<\/p>\n

“There is a contractor who is 100% booked today, because he performs work, for example, for the Ukrenergo company. Only when we looked into it in detail did we find out that 20 people out of 100 actually perform work for Ukrenergo. And 100 are booked,” the prime minister said.<\/p>\n

The Cabinet of Ministers continues to work on a resolution that should change the current reservation rules. A final decision on the possible cancellation of 100 percent reservation has not yet been made.<\/p>\n

As a reminder, on the morning of October 16, a draft resolution was registered in the Verkhovna Rada proposing to review the Cabinet of Ministers’ decision of October 13 regarding the reservation of military personnel<\/a> . The document was supported by 63 people’s deputies.<\/p>\n

As reported, Ukraine is preparing changes to the rules for booking military conscripts. The project provides for reducing limits for enterprises in the defense-industrial complex, energy, and part of the utilities sector, as well as the creation of a new body that will influence the granting of the status of a critically important enterprise.<\/a><\/p>\n
