Late in the evening, October 16, local time, US President Donald Trump signed an executive order waiving the sanctions against Russia provided for by the Graham-Blumenthal Act.<\/strong><\/p>\n

The decree has already been published<\/a> on the White House website.<\/p>\n

The US President noted that he had submitted to Congress a confirmation that issuing such a waiver “is in the national interest of the United States at this time.” “By this order, I am canceling the application of the sanctions, restrictions, and duties provided for in the Graham Act. I have submitted to Congress a formal confirmation that the cancellation of these measures at this time is in the national interest of the United States,” the document states, in particular.<\/p>\n

Sanctions against Iran, as well as those previously imposed on Russia, remain in force. This is also stipulated in the decree.<\/p>\n

One of the authors of this decree, Democratic Senator Richard Blumenthal, has already reacted to the signing. “The sanctions waiver has nothing to do with US national security. It is intended to please Vladimir Putin. I hope my Republican colleagues will join me in condemning this shameful and cowardly move,” he said.<\/p>\n

Recall that the Graham-Blumenthal Act provides for sanctions against Russia and Iran, and also gives the US president the authority to impose tariffs of up to 100% on countries that buy Russian oil and gas. The document also established a 500% tariff on Russian goods and mandatory sanctions against key sectors of the Russian economy.<\/p>\n

This law was passed by Congress on September 17<\/a>. Donald Trump signed it on September 18<\/a>.<\/a> The first 30-day deadline for implementing the main provisions expired on October 18, 2026, but by an executive order dated October 16, Trump exercised his right of exception provided for by the same law.<\/p>\n

As a reminder, on September 30, a group of US congressmen from both major parties called on President Donald Trump to tighten sanctions against Russia and apply the “Graham Act.”<\/a><\/p>\n

At the same time, on October 9, US President Donald Trump announced an agreement with Vladimir Putin<\/a> on the supply of Russian diesel fuel to the American and world markets, which caused an international outcry.<\/p>\n

Another author of the law, Republican Senator Lindsey Graham, died on July 11<\/a>. The law, which Donald Trump blocked, was passed in his memory.<\/p>\n
