The Russian government also plans to reduce funding for cancer treatment, assistance to large families and the restoration of temporarily occupied territories of Ukraine.

This was reported by the Foreign Intelligence Service of Ukraine.

Russia’s budget deficit for 2027 is forecast at $66.1 billion, or 2.2% of GDP. At the same time, the government has classified $204.2 billion in expenditures, or 34.9% of the budget. This is the largest share of classified expenditures in at least the past 12 years.

They plan to allocate 35% of all budget expenditures to the war. To cover military expenses, the civilian budget will be reduced by $10.8 billion. In particular, social expenditures will be reduced by 7%, education expenditures by 6%, healthcare by 6.8%, and environmental protection by 5.8%. In 2028, civilian expenditures are planned to be reduced by another $24 billion.

Funding for the federal cancer program is set to be cut from $539 million to $46.5 million in 2027. This is almost 12 times less than a year earlier, and 38 times less than in 2025, when $1.78 billion was allocated to the program. Assistance to large families will be cut 3.2 times to $172 million.

At the same time, more than $721 million is allocated annually for the ideological indoctrination of children and military training . Another $239 million is planned to be spent on website blocking and VPN systems in 2027. In total, about $721 million has been allocated for these needs over the course of 3 years.

Spending on Russian President Vladimir Putin and his administration will increase to almost $442 million in 2027, $43 million more than previously planned. Judges and court employees will also receive monthly bonuses for the complexity and intensity of their work, amounting to up to 200% of their official salary.

The Russian authorities plan to receive additional revenues from the population and business . In 6 regions, starting from October 1, the marginal indices of tariffs for utility services were increased above the planned level. In particular, in the Kemerovo region the indicator increased from 12% to 19.8%, in Yakutia – from 15% to 18.9%, in the Republic of Mari El – from 9.4% to 14.9%.

In addition, in 2026–2029, the Russian federal budget plans to receive $20.4 billion from fines, sanctions, and compensation for damages. This figure has been increased by a third.

Payments to the families of those killed in the war against Ukraine are also being reduced. According to the Foreign Intelligence Service of Ukraine:

in the Ulyanovsk region, compensation was reduced from $12,000 to $6,000 in February, and in April – to $600;

in the Kemerovo region, the payment was reduced from 36 thousand to 12 thousand dollars;

in the Omsk region – from 12 thousand to 6 thousand dollars;

in Bashkortostan – from 6 thousand to 1.2 thousand dollars;

In the Saratov region, at the end of September, the payment was reduced 10 times – from 12 thousand to 1.2 thousand dollars.

Russia is also reducing funding for the restoration of temporarily occupied territories in Donetsk, Luhansk, Zaporizhia, and Kherson regions. In 2027, it is planned to allocate about $43 million for this program, compared to $90 million in 2026, which means a reduction of 52%. In 2028–2029, $41.5 million is planned each year.

The Foreign Intelligence Service noted that, against the backdrop of corruption and embezzlement of budget funds by Russian officials, the Kremlin is actually refusing to restore settlements in the occupied territories destroyed by the Russian army.

By the way, despite the sharp increase in oil prices in September, Russia received less revenue from the oil and gas sector than last year . Almost half of the taxes collected were returned by the Kremlin to oil companies as compensation for supporting fuel prices domestically.

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram.

Russia’s draft budget for 2027 envisages allocating $205.4 billion to the war, while spending on social services, education and healthcare will be cut.
