On Monday, October 19, users lost access to the official website of the State Financial Monitoring Service of Ukraine. The failure caused problems with the operation of electronic services, in particular, the accounts through which institutions transmit information about suspicious financial transactions.<\/strong><\/p>\n

This is reported by<\/a> ZN.UA. Problems with access to services were also confirmed by People’s Deputy Olga Vasilevska-Smaglyuk.<\/p>\n

According to her, subjects of primary financial monitoring are massively complaining about the inability to log into their electronic accounts.<\/p>\n

When trying to open the site, users see a message about the server being temporarily unavailable.<\/p>\n

Due to the failure, institutions and specialists who are required to report suspicious financial transactions cannot use the electronic office of the State Financial Monitoring Service of Ukraine. In particular, there were problems with submitting reports on risky transactions, freezing of assets, refusal of business relations, and discrepancies in data on ultimate beneficial owners.<\/p>\n

Users also cannot receive requests, decisions, and other documents from the agency, check the status of their messages, and use electronic archives.<\/p>\n

Additionally, the site’s inaccessibility makes it impossible to view up-to-date lists of individuals involved in terrorist activities or those subject to international sanctions. This may complicate the verification of financial transactions and the timely blocking of suspicious transactions.<\/p>\n

If services are not restored in the near future, institutions may face delays in information exchange and compliance with financial monitoring requirements.<\/p>\n

Earlier, on October 9, ZN.UA reported on risks to the operation of the State Financial Monitoring Service’s information system due to possible problems with backup power supply.<\/p>\n

At the time, it was said that power outages could stop the processing of reports of suspicious financial transactions. At the same time, the head of the State Financial Monitoring Service, Philip Pronin, assured that the system was working continuously.<\/p>\n

The reasons for the current outage are currently unknown. There is no information on whether the site’s unavailability is related to power supply problems.<\/p>\n

As a reminder, the Government Council on Prevention and Counteraction to Money Laundering pointed out that the State Financial Monitoring Service failed to meet the deadlines for preparing the report<\/a> on the results of the fourth National Risk Assessment (NRA). Conducting this assessment is one of Ukraine’s obligations under the Ukraine Facility program.<\/p>\n
