Preparations for these events and the issue of financing Ukraine will be considered by EU ambassadors on Thursday, October 22.

The European Union previously agreed to a €90 billion loan for Ukraine for 2026–2027. It should cover about two-thirds of the country’s financial needs. Brussels had hoped to receive another €45 billion from other international partners, including Canada, Japan, South Korea, Australia and Norway. However, the receipt of these funds is delayed, and Ukraine’s costs are increasing amid increasing Russian attacks.

The EU emphasizes that calls for increased aid do not indicate dissatisfaction with support from London or Ottawa. Both countries consistently help Ukraine, but its financial needs continue to grow.

The European Commission representative noted that financing for Ukraine has become “the main topic of discussion at every meeting without exception” with international partners.

“We urgently need other partners to step up,” European Commission President Ursula von der Leyen said on October 16.

Brussels has already discussed Ukraine’s needs for 2027 during meetings of the International Monetary Fund, the Group of Seven, and the Group of Twenty, as well as negotiations with representatives of the Gulf Cooperation Council.

European Commissioner for the Economy Valdis Dombrovskis told Politico that securing financial support for Ukraine next year was one of the main topics of his recent meetings in Bangkok as part of the IMF and World Bank Group.

According to him, he called on international partners to distribute the financial burden more evenly and emphasized that each country must make its contribution while Ukraine resists Russian aggression.

The United Kingdom has already allocated 25 billion pounds sterling to support Ukraine. Catherine Serio, a spokeswoman for the Privy Council of Canada, reported that the total amount of Ottawa’s assistance to Kyiv has reached almost 26 billion Canadian dollars.

“Canada continues to support Ukraine and remains in touch with international partners regarding Ukrainian needs,” Seryo emphasized.

Meanwhile, the European Union, together with its member states, has provided Ukraine with more than €231 billion since the start of the full-scale invasion. This includes military and budgetary aid, guarantees, support for Ukrainians who have found refuge in Europe, and proceeds from frozen Russian assets. One senior EU diplomat said the amount of aid is already “exceeding all expectations.”

Negotiations with Canada and the UK will not only concern support for Ukraine. Brussels also seeks to deepen defense and trade cooperation with both countries. In particular, Canada will join the European joint defense procurement program SAFE, which will open its companies to access relevant EU contracts.

Although the issue of aid to Ukraine will affect the course of negotiations, European officials assure that Brussels is not going to act on the principle of US President Donald Trump and directly link trade preferences to the amount of financial support.

Separately, the EU is trying to convince Japan to increase its contribution to aid Ukraine. According to European officials, Tokyo is lagging behind the expected funding for 2026. The Japanese side claims that it has already provided Ukraine with more than $20 billion in aid and expresses readiness for dialogue in case of direct requests from Kyiv.

Australia, which recently announced new support packages for Ukraine during the UN General Assembly, has not yet received any official requests for funding for 2027.

It was previously reported that the European Union is looking for ways to attract an additional 70 billion euros for Ukraine in 2027. The already agreed funding is not enough, so Brussels is considering the possibility of new borrowing and using frozen Russian assets.

In addition, during a press briefing in Brussels on Friday, October 16, President of Ukraine Volodymyr Zelenskyy announced that at a meeting of the European Council he called on EU leaders to resolve the issue of frozen Russian assets, strengthen sanctions against the Russian Federation, and allocate at least another 70 billion euros to Ukraine.

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram.

The European Union plans to call on Canada and the United Kingdom to increase financial assistance to Ukraine to compensate for a funding gap of 70 billion euros expected in 2027.
