Representatives from European countries, Turkey, and countries from the Middle East and Asia will join the meeting.<\/strong><\/p>\n<p> The French publication Le Monde <a href=\"https:\/\/www.lemonde.fr\/international\/live\/2026\/10\/23\/en-direct-guerre-en-ukraine-donald-trump-affirme-qu-elon-musk-a-relance-son-reseau-satellitaire-starlink-pour-kiev_6796922_3210.html?lmd_medium=lm&#038;lmd_campaign=partager#id-3386002\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a> on the preparation of the negotiations, citing a Turkish diplomatic source, AFP.<\/p>\n<p> The foreign ministers of France, Britain, Germany, Turkey, Saudi Arabia, Pakistan, and Egypt are to gather at one table. For Ankara, this is another attempt to use diplomatic contacts with both Kyiv and Moscow to influence the situation.<\/p>\n<p> A separate issue remains the safety of shipping in the Black Sea. In September, Turkey proposed an agreement to stop attacks on merchant ships, but the initiative did not work.<\/p>\n<p> Since early October, reports of drone attacks have been coming in more frequently from areas off the coast of Bulgaria and Romania. On October 20, NATO announced a strengthened presence in the Black Sea, deploying additional forces and assets.<\/p>\n<p> Against this background, the meeting in Istanbul should become a platform for discussing further diplomatic steps regarding the war and security in the region.<\/p>\n<p> As a reminder, <a href=\"https:\/\/prm.ua\/vitkoff-anonsuvav-novyy-raund-perehovoriv-mizh-ukrainoiu-ssha-ta-rf\/\">the US, Ukraine and Russia will continue peace talks in a trilateral format at the technical level<\/a> .
