To this end, Moscow may resort to operations under a foreign flag, for which Russian propaganda will try to place responsibility on the Ukrainian side.<\/strong><\/p>\n<p>This <a href=\"https:\/\/t.me\/DIUkraine\/9786\" rel=\"nofollow\" target=\"_blank\">is warned<\/a> by the Main Intelligence Directorate of the Ministry of Defense of Ukraine.<\/p>\n<p>According to Ukrainian military intelligence, the Kremlin is stepping up hybrid operations against the European Union. Their goal is to discredit the Ukrainian Defense Forces, intimidate European governments and societies, and reduce or completely stop external support for Kyiv.<\/p>\n<p>One possible scenario is to stage sabotage and then blame Ukraine. To spread such accusations, Russia could use its own propaganda resources and international platforms to which the Kremlin has access.<\/p>\n<p>Potential targets for provocations include critical infrastructure, Russia&#8217;s border areas, and the Kaliningrad enclave. The risk also extends to certain regions of the EU countries with Russian-speaking populations or Kremlin-controlled facilities.<\/p>\n<p>Among such objects, the intelligence mentions institutions of the Russian Orthodox Church network and historical sites associated with Russia.<\/p>\n<p>In early October 2026, the GUR already reported <a href=\"https:\/\/gur.gov.ua\/content\/spetssluzhby-rosii-planuiut-hibrydni-operatsii-na-terytorii-yes-i-nato-hur-poperedylo-partneriv.html?utm_source=chatgpt.com\" rel=\"nofollow noopener\" target=\"_blank\">an order to Russian special services to intensify hybrid operations on the territory of the EU and NATO<\/a> .
