The document provides for personnel restrictions and disciplinary measures against military personnel involved in corruption offenses.

This was reported by Nashi Dengi.

The order was signed on September 7. It is intended, among other things, to make it more difficult for those involved in corruption cases to remain in relatively secure positions where they can await the conclusion of their legal proceedings.

One of the document’s key provisions concerns military personnel accused of serious or especially serious corruption crimes. If the case is already pending in court, they are prohibited from being assigned to certain units. However, the new restrictions may apply not only to convicted personnel but also to those whose guilt has not yet been established by the court.

According to Roman Verbovsky, a lawyer with the Anti-Corruption Action Center, these measures could affect those involved in NABU and SAP cases who have been mobilized into the Defense Forces. He estimates that there are approximately 80 such individuals.

The article specifically mentions former officials of state-owned enterprises and the Ministry of Defense, judges, and other defendants in high-profile corruption cases. Some of them have appealed first-instance court verdicts, while others are on trial or have criminal cases pending.

The document also stipulates that military personnel already found guilty of corruption offenses may be transferred to positions without managerial or economic responsibilities. If a court finds a serviceman’s assets unfounded and seizes them for state use, command must consider dismissing him.

Separate requirements apply to appointments to territorial recruitment centers, military medical commissions, and procurement units. Personnel decisions must take into account any outstanding convictions for corruption, open criminal proceedings, or prior administrative or disciplinary sanctions for related violations.

Similar rules apply to military law enforcement, legal, anti-corruption, and internal control services. Commanders must also prevent the direct subordination of close relatives and regularly report on corruption offenses and the measures taken.

Another instruction obliges commanders to ensure the appearance of their subordinates before investigators and the court. Using official duties as an excuse for failure to appear is prohibited. If any obstacles arise, commanders must immediately report them to the prosecutor, investigator, or court.

In addition, the corruption prevention unit must maintain records of military personnel held accountable, monitor commanders’ responses to violations, and initiate internal investigations if necessary.

Also follow “Pryamy” on Facebook , X , Telegram and Instagram .

Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatiy issued an order to minimize corruption risks in the army.
