According to the report, Ukrainian medical authorities have documented deaths due to low temperatures in homes and hospitals. Last winter, people came to medical facilities with frostbite of varying degrees and hypothermia, which they suffered at home due to the lack of heating.<\/p>\n<p> The report includes testimony from a woman from Dnipro about the consequences of Russian attacks: &#8220;The cold \u2014 it paralyzes you. There is simply no way to warm up, and terrible thoughts come to mind.&#8221;<\/p>\n<p> Among the high-ranking officials whom the commission considers most responsible for the attacks are:<\/p>\n<ul><\/p>\n<li> Russian President Vladimir Putin;<\/li>\n<p><\/p>\n<li> former Russian Defense Minister Sergei Shoigu;<\/li>\n<p><\/p>\n<li> his successor, Andrey Belousov;<\/li>\n<p><\/p>\n<li> Chief of the General Staff of the Russian Armed Forces Valery Gerasimov.<\/li>\n<p><\/ul>\n<p> The report notes that Putin&#8217;s statements included instructions for attacks on Ukraine&#8217;s energy infrastructure. The commission also believes that evidence collected in recent years indicates the involvement of Shoigu, Belousov, and Gerasimov in the planning and organization of these strikes.<\/p>\n<p> The International Criminal Court previously issued arrest warrants for Putin, Shoigu, and Gerasimov on suspicion of war crimes.<\/p>\n<p> According to CNN, Russia has made it clear ahead of the cold season that it intends to continue its attacks.
