An independent UN commission has concluded that Russia’s deliberate attacks on Ukraine’s energy infrastructure, aimed at depriving civilians of electricity, heating and water, constitute war crimes and crimes against humanity.

The commission’s new report, presented to the UN General Assembly, states this.

Experts studied the consequences of Russian attacks on Ukrainian energy from the fall of 2022, particularly during the winter of 2025-2026. During this time, Russia began to strike more frequently, using hundreds of missiles and drones simultaneously.

Last winter, when temperatures dropped to -21 degrees, millions of Ukrainians were left without heating, electricity, water, and gas for long periods. People had to live in cold apartments, find ways to stay warm, and do without basic necessities.

Because of the power outage, residents of high-rise buildings were afraid to use elevators, as they could get stuck during an air raid and not reach a shelter in time. It was especially difficult for people who needed medical equipment to support their lives.

Children also suffered. Schools were closed for long periods because of heating problems, and the cold in homes led to illness.

To prepare the report, the commission interviewed 255 people from nine regions of Ukraine who had experienced the winter in such conditions. Experts also reviewed information from Ukrainian authorities, doctors, and NGOs.

The commission concluded that Russia deliberately targeted energy facilities, understanding how important they were to the lives of civilians. According to experts, these attacks were part of a state policy aimed at depriving Ukrainians of basic utilities and causing them suffering.

Commission Chairman Eric Mösse also warned that on the eve of the new winter, Russia is once again intensifying its attacks on the energy sector. This poses a serious threat to people’s lives and health.

The commission also found that Russia recruited foreigners to fight in the war against Ukraine through deception and coercion. Experts found evidence of human trafficking from 29 countries.

The men were promised jobs through agencies posing as legitimate companies. However, upon arrival in Russia, they were forced to sign contracts in Russian with the Russian Ministry of Defense and then sent to the front.

Many of those recruited died or went missing. Some were captured by Ukrainian forces.

The Commission called on Russia to stop attacks on civilian targets and to release from its army people who were recruited through human trafficking.
