In three years, Ukrposhta has reduced the number of branches from 10,000 to 7,211. At the same time, the company does not keep separate records of settlements where stationary post offices have been replaced with mobile ones, and those where postal services are absent altogether. This makes it difficult to assess whether people retain access to services.<\/strong><\/p>\n

This was reported<\/a> by the Ombudsman’s Office based on the results of monitoring the operation of the postal network.<\/p>\n

In three years, Ukrposhta has reduced its network from 10,000 to 7,211 branches. At the same time, the company does not keep separate records of settlements where stationary mail was replaced by mobile mail, and those where there are no postal services at all.<\/p>\n

This was reported by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets.<\/p>\n

“I receive requests regarding the closure of post offices and the operation of mobile post offices. Therefore, I decided to figure out what is happening and whether people are losing access to all services,” he noted.<\/p>\n

According to the monitoring data of the Ombudsman’s Office, in 2024\u20132025, mobile offices accounted for about 28% of the Ukrposhta network. At the same time, the number of postmen almost halved during 2023\u20132024 \u2014 from 12,505 to 6,658.<\/p>\n

Lubinets emphasized that due to the lack of separate accounting, it is impossible to fully assess where mobile post truly provides access to services and where people risk being left without service.<\/p>\n

At the same time, the postal network is being affected by Russia’s war against Ukraine. From the beginning of 2022 to July 1, 2026, 1,070 postal facilities have stopped operating or changed their service mode due to security factors.<\/p>\n

“It is important not only why the branch is closing, but also what happens after that,” the ombudsman noted.<\/p>\n

Based on the monitoring results, Lubinets provided Ukrposhta with recommendations on improving accounting and control over the work of mobile offices.<\/p>\n

“It’s not enough to simply close the branch and replace it with a mobile one. We need to make sure that people can actually get what they used to come to the post office for,” he stressed.<\/p>\n

It was previously reported that Ukrposhta launched an online marketplace, Ukrposhta Market, with over 10 million products and free delivery throughout Ukraine.<\/a> Orders can be placed through the company’s mobile application.<\/p>\n
