A trilateral meeting of Ukraine, the United States and Russia is planned to be held in the United Arab Emirates in early November. The parties want to discuss the first steps towards de-escalation, in particular in the energy sector and at sea, as well as the exchange of prisoners. For Kyiv, security issues and the end of the war remain priorities.<\/strong><\/p>\n

President Volodymyr Zelenskyy said this during a meeting with journalists on October 27.<\/p>\n

According to the head of state, initially Ukraine, the United States, European Union leaders, and the NATO Secretary General were supposed to meet in Brussels to agree on positions on future negotiations with Russia. However, the American side changed plans and asked to postpone the meeting due to issues related to the Middle East.<\/p>\n

Zelensky also said that the leaders of Finland and Norway, Alexander Stubb and Jonas Gahr St\u00f8re, had conveyed to him the content of their conversation with Russian President Vladimir Putin. According to the European leaders, there is a feeling that the Russian side is serious about the meeting.<\/p>\n

Stubb and St\u00f8re discussed the topics of future negotiations with Zelensky even before the call to Putin.<\/p>\n

“We talked to them then, but we didn’t come out publicly about it because it was already night. On Tuesday morning, they talked to the Russian leader and voiced our position, heard his vision,” the president explained.<\/p>\n

What do they want to discuss at the negotiations?<\/h3>\n

Ukraine hopes that the meeting of technical groups in the UAE will allow for concrete results or at least progress towards them. Priority topics include de-escalation steps in the energy sector and at sea, prisoner exchange, and preparation for a trilateral meeting at the leadership level.<\/p>\n

“Namely, de-escalation steps regarding energy, as well as at sea, the exchange of prisoners and their return home, and a discussion of the format in which a trilateral meeting at the leadership level could take place. This is an agenda from our side, which we discussed with our American partners,” Zelensky said.<\/p>\n

A separate important issue remains security guarantees for Ukraine. Kyiv is raising this topic with its American and European partners. At the same time, according to Zelensky, Russia is also stating the need for security guarantees for itself.<\/p>\n

“Of course, an important issue is security guarantees for Ukraine. There is such a request to the Americans and Europeans from us. And Russia raises the same question that they also need security guarantees. This is what is known today,” the president noted.<\/p>\n

Stubb and St\u00f8re also plan to speak with national security advisers from other European countries and partners to inform them of the results of their conversation with Putin.<\/p>\n

Why were plans for the meeting in Brussels changed?<\/h3>\n

According to Zelensky, Ukraine initially planned to hold talks in Brussels with the participation of US representatives, EU leaders, and the NATO Secretary General. They were to agree on approaches to preparing for a trilateral meeting with Russia, including discussing possible security guarantees for Ukraine.<\/p>\n

“For example, to discuss what security guarantees could be, how we see them for ourselves, and then put it all on paper and be ready for the agenda of the trilateral meeting. But, as far as I understand, there are issues in Washington regarding the Middle East, so the American partners asked us to change the date so that their representatives could be in Washington at this time. We are waiting for new proposals for such a meeting with the American team,” the head of state said.<\/p>\n

Kyiv is now expecting new proposals from Washington regarding the date of the meeting. The holding of the talks in the UAE also depends on the American side, and the plans may be affected by the situation in the Middle East, to which the United States is currently paying significant attention.<\/p>\n

Why Finland and Norway joined the dialogue with Russia<\/h3>\n

Zelensky explained that the initiative to open a communication channel with Russia belonged to Finland and Norway as neighboring countries. He positively assessed their participation in diplomatic efforts and emphasized that the issues of security guarantees concern not only Ukraine and Russia, but also other European states.<\/p>\n

“They really help, the EU and Europe in a broader sense, because Norway is not a member of the European Union. And when there are security guarantees that Ukraine wants to negotiate, and security guarantees that Russia wants to negotiate, they believe that this is also a serious challenge for them – both for Russia’s neighbors and for European countries and for our serious partners. They want to participate more. I have a positive attitude towards these leaders and these countries – we are grateful to them. We are going through a long journey and we are going through it together. The format of their communication is clear to me,” the president said.<\/p>\n

He also expressed the opinion that the meeting with the US president in Alaska last year ended Putin’s diplomatic isolation. After it, European leaders began to actively contact the Russian side, although previously such communications took place less openly.<\/p>\n

“After Alaska, there were already communications from Europeans. Just not as openly as the leaders of Norway and Finland did. Everyone understands that there were communications at the level of national security advisors, at the intelligence level. In addition to Europe, Turkey and the countries of the Middle East communicated. That is, this is happening. There were communications from some people, which we later learned about – after they took place. And here the game is completely open – early discussion, full brief, transparent tasks,” Zelenskyy concluded.<\/p>\n

It was previously reported that Ukraine, the US, and Russia may hold trilateral talks on a ceasefire as early as November 4.<\/a> The preliminary meeting is planned to be held in Abu Dhabi, the capital of the United Arab Emirates.<\/p>\n

\nIn addition, Ukrainian President Volodymyr Zelensky discussed with the leaders of Finland and Norway the content of their conversation with Putin<\/a> . In particular, the parties raised the issue of Russian attacks on Ukrainian energy and preparations for trilateral talks.<\/p>\n

As a reminder, on October 27, Alexander Stubb and Jonas Gar St\u00f8re had a telephone conversation with Putin<\/a> , during which they discussed the end of the war in Ukraine. The Finnish President’s Office noted that consultations with the Ukrainian side had taken place before that.<\/p>\n
