Russia is creating it as an alternative to Starlink, in particular to meet military needs. At the same time, 23 organizations involved in the project are still not under sanctions by any of the countries of the sanctions coalition.

This was reported to the GUR.

According to intelligence, the Rassvet system involves the creation of a constellation of low-orbit satellites, ground control infrastructure, gateway stations, and subscriber terminals for fixed and mobile objects.

IT companies, microelectronics manufacturers, research centers, structures of Roscosmos and the Russian Ministry of Defense are involved in the project.

The main developer is the Russian LLC “Bureau 1440”, which is part of the IT conglomerate “IX Holding”. Other companies of the holding supply components for the system, manufacture solar panels, subscriber equipment, printed circuit boards, electronic modules and other necessary parts.

At the same time, Roscosmos and other aerospace companies are responsible for creating launch vehicles, boosters, electric jet engines, and other satellite components. They are also involved in adapting equipment, preparing for launches, and putting satellites into orbit.

The Rassvet project at Roscosmos is directly supervised by the head of the corporation, Dmitry Bakanov. Previously, he headed the company “Sputnik System “Honets”, which collaborated with the British OneWeb and created a joint venture to develop low-orbit satellite communication services on the Russian market.

The structures of the Russian Ministry of Defense ensure the operation of the cosmodrome, coordination between project participants, and further integration of the system into the military communications infrastructure. One of the investors in the development was the Russian bank VTB.

Russia plans to use Rassvet for military purposes

According to the GUR, the main purpose of the system is to provide military communications. In the future, Russia plans to widely use it to control troops and strike platforms, equip command posts and military equipment with communication terminals, and ensure the combat use of unmanned systems.

Intelligence emphasizes that the system can also be integrated into the operation of facilities of the Russian Ministry of Defense.

Separately, the GUR reports plans to involve the Rassvet satellites in the space-based targeting system for missile weapons. In addition, the Russians intend to equip the command and staff vehicles of the Iskander-M operational-tactical missile complex with communication terminals.

According to intelligence, the planned coverage area will primarily cover the territories of Ukraine and the European Union. If the required level of coverage is achieved, Russia will be able to use the system for hybrid attacks against other states.

In this regard, the GUR calls on international partners to tighten restrictions against the project participants: to introduce sanctions and block the supply of necessary components, equipment and software to them. Among the organizations that have not yet been sanctioned by any country of the sanctions coalition, the intelligence agency also names Roscosmos.

Earlier it was reported that Ukraine officially appealed to the International Telecommunication Union (ITU) with a demand not to allow the operation of the Russian military satellite system “Rassvet” over the sovereign territory of Ukraine. Kyiv also called on international partners to support this position and block the use of the system over the territories of other states.

In addition, Russia is significantly ahead of its own plans to deploy the Rassvet satellite system , which is positioned as the Russian equivalent of Starlink.

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram.

The Main Intelligence Directorate of the Ministry of Defense of Ukraine has published a list of 49 Russian and Belarusian enterprises and institutions participating in the development of the Rassvet satellite communication system.
