It will provide for a simplified permit procedure and separate licenses for mobile gas stations for the period of martial law.<\/strong><\/div>\n<div>\n<p>This <a href=\"https:\/\/www.mof.gov.ua\/uk\/Draft_regulatory_legal_acts_in_2026?utm_source\" rel=\"nofollow noopener\" target=\"_blank\">was reported<\/a> by the Ministry of Finance of Ukraine.<\/p>\n<p>The agency has published a draft law for public discussion. According to it, the decision to introduce a special regime will be made by the regional military administration. It will be canceled after more than 50% of gas stations in the relevant community resume work.<\/p>\n<h2>How mobile gas stations will work<\/h2>\n<p>The draft law provides for special requirements for the sale of fuel from mobile excise warehouses.<\/p>\n<p>In particular, they offer:<\/p>\n<div>\n<ul>\n<li><strong>Limit tank capacity<\/strong> . Fuel will be allowed to be sold from vehicles equipped with tanks with a volume of up to 15 cubic meters, meters, and specialized cash registers.<\/li>\n<\/ul>\n<\/div>\n<div>\n<ul>\n<li><strong>Introduce free permits from communities<\/strong> . The application will need to be submitted within 15 calendar days after the OVA decision is made. It will be considered within three working days.<\/li>\n<\/ul>\n<\/div>\n<div>\n<ul>\n<li><strong>Give preference to local operators<\/strong> . Priority in obtaining permits will be given to companies that previously had gas stations in the relevant community.<\/li>\n<\/ul>\n<\/div>\n<div>\n<ul>\n<li><strong>Issue a separate license for each mobile gas station<\/strong> . It will be issued by the State Tax Service within five working days. The annual fee will be 0.35 of the minimum wage &#8211; about 3,026 UAH in 2026.<\/li>\n<li><strong>To oblige operators to report to the State Tax Service daily<\/strong> . They must submit information on fuel balances and sales volumes. A fine of UAH 1,000 is provided for each unsubmitted document.<\/li>\n<\/ul>\n<\/div>\n<div>\n<p>For fuel trade without a license, it is proposed to establish a fine in the amount of 90 minimum wages \u2014 UAH 778,230. In addition, the possibility of seizing the vehicle and fuel is provided.<\/p>\n<\/div>\n<p>Also, utility companies, which will be the only applicants in their communities, are proposed to be exempt from monthly advance payments of income tax.<\/p>\n<p>The draft law is currently in the public consultation stage.
