In Bukovina, the State Bureau of Investigation detained five officials of the Chernivtsi district CCC and SP. According to the investigation, they forcibly detained men, beat and tortured them to force them to agree to mobilization. The defendants are also suspected of extorting bribes.<\/strong><\/p>\n

Investigators documented several cases of violence against conscripts in Kitsman. According to law enforcement, the men were grabbed on the streets and then abused in the CCC building, demanding their consent to mobilization. <\/p>\n

One such case occurred in early February 2026. During his detention, a man was wounded in the leg with a traumatic weapon, but was nevertheless taken to the CCC. There, as the investigation found, he was not provided with the necessary medical care, and instead was forced to remove the bullet from the wound himself.<\/p>\n

Law enforcement officers link another episode to the kidnapping of a man on September 30. According to the case file, officers were following him, and when he approached a pedestrian crossing, they forcibly dragged him into a car. The victim is a combatant who fought for Kyiv, Irpin, and Bakhmut since the beginning of the full-scale invasion. <\/p>\n

In addition, the SBI documented the extortion and receipt of 5,500 euros from a conscript. For this money, he was promised release after detention. <\/p>\n

In total, the investigation established one episode of alleged kidnapping, four cases of torture, as well as extortion and obtaining illegal benefits. All five suspects were detained during a special operation on October 21. <\/p>\n

The head of the department and three of his subordinates were charged with unlawful deprivation of liberty or kidnapping committed by a group of individuals with causing physical suffering. Four subordinates are also charged with receiving a bribe by prior conspiracy, and two of them are charged with torture committed by a state representative. <\/p>\n

The most severe punishment under the incriminated articles provides for up to 12 years of imprisonment. The pre-trial investigation is ongoing: investigators are checking other possible episodes and identifying people who may have suffered from the actions of the officials.<\/p>\n

As a reminder, inadequate conditions for mobilized people were discovered in the Bilhorod-Dnistrovskyi district CCC and SP in the Odessa region. People are forced to sleep in basements on concrete floors and old beds without mattresses, and metal bars are installed on the doors of the premises.<\/a><\/p>\n

As reported, in Lviv, a TCC serviceman is suspected of beating a mobilized man who died from his injuries in the hospital.
