This comes as Russian attacks on Ukrainian energy infrastructure increase ahead of winter, and US senators are calling for the restoration of aid and the prevention of diversion of funds approved by Congress.

This is reported by The Washington Sun.

In late September, U.S. State Department officials told congressional staff that the White House had instructed it to halt further funding for the INCLE program, according to a Senate Democratic aide familiar with the meeting.

The INCLE program provides support to Ukrainian police, border guards, and other security sector personnel to protect civilians and critical infrastructure.

The White House decision comes despite the State Department having previously authorized the continuation of relevant programs in Ukraine after reviewing U.S. foreign aid. According to a senator’s aide, the department subsequently redirected $50 million earmarked for Ukraine in the fiscal year 2025 budget to countries in the Western Hemisphere.

According to him, the State Department did not notify Congress of this decision. The funds were distributed among several countries in the region in amounts below the established thresholds that require notification to lawmakers.

Democratic Senator Jeanne Shaheen, the ranking Democrat on the US Senate Foreign Relations Committee, and Republican Senator Tom Tillis have called on Secretary of State Marco Rubio to unblock aid to Ukraine and prevent the re-diversion of funds approved by Congress.

In a joint letter to Rubio, seen by The Washington Sun, the senators called the $50 million diversion unwarranted and demanded an explanation. They also called for Ukraine to be prioritized in the distribution of $80 million under the INCLE program for fiscal year 2026, intended for Europe and Eurasia. At the same time, Congress did not allocate all of this amount exclusively for Ukraine.

“The delay in allocating funds for fiscal year 2026 risks making Ukrainian citizens and infrastructure more vulnerable at a critical time,” the senators’ letter states.

Of particular concern is the intensification of Russian attacks on Ukraine’s energy facilities as winter approaches. The attacks threaten the supply of electricity, heat, and water to millions of Ukrainians.

Congressional officials are concerned that the Trump administration could once again redirect funds intended for Ukraine to the Western Hemisphere. The State Department also previously redirected about $52 million in military funding intended for European and Middle Eastern partners to Western Hemisphere countries. The decision was criticized by Shaheen and Democratic Rep. Gregory Meeks, the minority Democratic leader on the House Foreign Affairs Committee.

The senators also emphasized that continued support for Ukraine would help strengthen anti-corruption institutions and the rule of law, which they believe would help create a more stable environment for American businesses, including the approximately 120 U.S. companies operating in Ukraine.

In addition, cooperation with Ukrainian security structures allows the United States to gain experience in the use of defense technologies that are rapidly developing in Ukraine.

Recall that the victory of the Democratic Party in the midterm elections to the US Congress on November 3 could change the foreign policy course of the administration of President Donald Trump . By winning a majority in the House of Representatives and the Senate, Democrats will be able to promote new aid to Ukraine, demand control over military operations, and review defense funding and international support.

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram .

The Trump administration has suspended further funding for security programs for Ukraine under the International Narcotics Control and Law Enforcement Program (INCLE).
