Among the initiatives are the introduction of a two-month transition period, reduction of document review times, and the principle of tacit consent.

This was reported by the Federation of Employers of Ukraine.

The proposals were prepared based on the results of the meeting of the Prime Minister of Ukraine, Serhiy Koretsky, with business associations, which took place on October 29. The Federation proposes to amend the Resolution of the Cabinet of Ministers of Ukraine No. 1328 of October 27, 2026, which regulates the reservation of military conscripts for the period of mobilization and wartime.

The FRU has identified a number of issues that, in the organization’s opinion, require additional legal regulation. In particular, it is proposed:

abolish the limited list of industries whose enterprises can receive critical status to ensure a level playing field for business;

provide for a two-month transition period in the event of the cancellation of the criterion by which the enterprise received critical status;

extend the validity of criticality decisions that expire in November–December 2026;

revise the one-month deadline for reviewing documents by the Coordination Center to obtain or confirm the status of a critical enterprise;

identify clear grounds for making recommendations to refuse to recognize enterprises as critical;

introduce the principle of tacit consent if the Coordination Center does not provide recommendations within the established deadline.

The Federation emphasizes that preserving the human resource potential of enterprises is necessary for the stable operation of the economy, filling the budget and ensuring defense needs. According to the organization, the rules for reservation should be transparent, the same for enterprises of all industries and predictable.

The FRU stated its readiness to continue the dialogue with the government and relevant ministries to develop solutions that will take into account defense needs and the interests of enterprises.

By the way, on October 23, the Cabinet of Ministers adopted Resolution No. 1328, which changes the procedure for reserving military personnel . Now, decisions on the status of critical enterprises will be made through the Coordination Center, and the current criteria will be revised.

As a reminder, on October 23, the Cabinet of Ministers announced the creation of a Coordination Center for Organizing Reservations . At that time, it was also about revising the criteria for the criticality of enterprises and a quota of up to 95% for the defense and energy sectors.

Earlier, more than 60 MPs demanded a review of the government’s changes to the booking rules . The parliamentarians advocated for additional consultations with businesses on the proposed restrictions.

Also follow “Pryamim” on Facebook , X , Telegram , and Instagram .

The Federation of Employers of Ukraine has sent proposals to the Minister of Economy and Environment Oleksandr Kravchenko on improving the procedure for booking military conscripts.
