After the start of the full-scale invasion of the Russian Federation, more than 150,000 Ukrainian children have been illegally deported from the
territory of Ukraine to the Russian Federation. Currently, there is a
threat of illegal adoption of Ukrainian children by Russian citizens.

This was reported by the press center of the Ministry of Foreign Affairs of
Ukraine and the Commissioner of the Verkhovna Rada for Human Rights
Lyudmila Denisova.

The ombudsman emphasizes that the Russians continue to commit genocide
against Ukrainian children.

“From the information sources of the aggressor country, it became known
that the Russian Federation Council proposes to introduce systematic work
on teaching the Russian language to young Ukrainians who were deported
from the Donetsk and Luhansk regions to the territory of the Russian
Federation”, Denisova said.

According to her, children who speak and understand the Ukrainian language
will be forced to learn the aggressor’s language for assimilation and
education in Russian schools. The Commissioner for Human Rights assures
that the Russian authorities want to ensure that Ukrainian children deported
to Russia forget all ties with Ukraine.

“Such actions are a violation of Article 29 of the UN Convention on the Rights
of the Child, which stipulates that the child’s education should be aimed at
fostering respect for the child’s parents, cultural identity, language and
national values of the country in which the child lives, child’s country of
origin”, – the ombudsman emphasizes.

At the same time, the Ministry of Foreign Affairs of Ukraine stated that the
threat of illegal adoption of Ukrainian children by Russian citizens without
following all the necessary procedures established by the legislation of
Ukraine is glaring.

It is noted that the Russian occupiers continue to violate international law, in
particular, forcibly export children, including orphans, children deprived of
parental care to the territory of Russia.

“In this context, the information about the intention of the Ministry of
Education of the Russian Federation to sign with the Russian occupation
administrations in the Donetsk and Luhansk regions – the so-called “L/DNR” “agreements” that would allow the transfer of orphans illegally deported
from the territory of Ukraine to Russian families”, – said the Ministry of
Foreign Affairs.

The department stressed that the Kremlin’s attempts to provide “legitimate” grounds for its criminal actions on the territory of Ukraine are a cynical disregard for the fundamental rules and customs of warfare and universally
recognized human rights.
“In fact, Russia, in violation of international humanitarian law and basic standards of humanity, is engaged in the kidnapping of children organized at the state level and the destruction of the future of the Ukrainian nation”, the
Ministry of Foreign Affairs of Ukraine said.

Recall that after the liberation of the Kyiv region from the Russian occupiers,
evidence of genocide of Ukrainians was found in the settlements –
massacres, torture and rape of civilians.

In addition, the Minister of Foreign Affairs of Ukraine Dmytro Kuleba called on.the mission of the International Criminal Court to come to the Kyiv region on the evidence of Russian war crimes.

Moreover, Russian troops force children to start learning in temporarily
occupied territories close to hostilities. Thus, the occupiers may seek to
complicate the liberation of Ukrainian cities.

At the same time, the occupying forces of the Russian Federation, which launched a full-scale invasion of Ukraine a month ago, use children as a human shield when moving columns of equipment.
